Coyote Point Marina Dredging 2006 – Retention of Consulting Engineering Services

 

RECOMMENDATION:

Adopt a resolution:

 

A)

Authorizing the President of the Board to execute an agreement with Concept Marine Associates, Inc. (CMA) consulting firm in the amount of $122,000.

 

B)

Authorizing the Director of Environmental Services Agency to extend the term of the agreement by one year and add an amount not to exceed $25,000 with an amendment to the proposed agreement as required.

Goal Number 15:
Residents have nearby access to green space such as parks and recreational opportunities. As the dredging will allow the boating public to continue to have access to the Bay for recreational opportunities from the Coyote Point Marina.

 

BACKGROUND:

Major portions of the Coyote Point Marina were dredged in 2003. Due to time and budget constraints some areas could not be dredged. This project will dredge additional areas in order to provide tenants with boat accessible docking areas.

 

Parks and Recreation Division of the Environmental Services Agency has already obtained all the necessary permits for the project as dredging is generally only permitted by the regulatory agencies from June 1 through November 30th in any given year.

 

DISCUSSION:

Parks and Recreation Division solicited proposals for engineering from 15 west coast consultants experienced in marina dredging both by e-mail and by advertisements in our local newspaper.

 

The consultant selection procedures in the County’s Administrative Memorandum B-1 were used to select consultants for this project.

 

Proposal packages from prospective consultants were evaluated by the criteria defined in the Request for Proposal (RFP) package. In addition, interviews with each of the perspective consultants were conducted. See Exhibit A for information regarding consultant selection.

 

Based on the evaluation criteria and interviews of the various consultants, Concept Marine Associates was selected as the best firm to meet project requirements. They have proposed to use subconsultants for part of the work and the agreement reflects this arrangement and the payment for the subconsultants.

 

FISCAL IMPACT:

The total estimated dredging cost is $500,000 and funds are available in the Marina Reserve Fund to finance this project. The Parks Division will be recommending that your Board approve an appropriation transfer request to authorize the use of these funds once bids are opened and the low bidder is determined. The estimated cost for consulting services is $122,000 with an additional $25,000 in contingencies for a total not to exceed (NTE) the amount of $147,000. These funds are available in the Marina Reserve Fund. There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
