SUBJECT:

Phase 2 Improvements - Edgewood County Park and Natural Preserve Interpretive Center - Redwood City Area (Project No. P12V1)

 

Recommendation

Adopt a resolution awarding and authorizing execution of a contract for the Phase 2 Improvements (Parking Lot) of the Edgewood County Park and Natural Preserve Interpretive Center (Interpretive Center).

The proposed parking lot is part of an overall plan to provide an Interpretive Center at Edgewood Park that will serve as an educational center to inform the public about the Park and Natural Preserve.

 

Background

Previous Board Action

Adopted Resolution No. 67386 on June 21, 2005, which adopted plans and specifications, determined prevailing wage scales and called for sealed proposals for the above-mentioned project.

 

History

A single bid for the project was accepted on July 19, 2005, and subsequently referred to this office for checking and recommendation.

 

Discussion

The bid has been checked and the bid of:

 

Interstate Grading & Paving, Inc.

128 South Maple Avenue

South San Francisco, CA 94080

 

at $192,324 was the only bid received. The Engineer’s estimate was $160,000 and the bid exceeds the Engineer’s estimate by $32,324 (20%). The Director of Environmental Services is recommending awarding the contract and proceeding with the work to:

 

a)

meet the requirements of the mitigated negative declaration for the project related to required survey of nesting birds;

 

b)

meet the requirements of the State Fish and Game permit; and

 

c)

avoid conflicts with the advertised wildflower walks in March through mid-June 2006, that could occur if the project is delayed.

 

In addition, the Director of the Parks and Recreation Foundation (Parks Foundation), the agency that is providing a major portion of the funding for the Interpretive Center, concurs in the recommendation as she is concerned that any perceived delay may inhibit donations that the Parks Foundation is relying on to complete the Interpretive Center.

 

We have reviewed the contract documents and have determined that the Equal Employment Opportunity Program (Affirmative Action Program) (EEOP) submitted by Interstate Grading & Paving, Inc. is in accordance with the current EEOP Guidelines.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The total estimated cost of constructing Phase 2 including ten percent (10%) contingency is $212,000 ($192,324 low bid plus $19,6767 in contingencies). The project is included in the 2005-2006 Capital Projects Budget and is financed with State Park Bond Act funds and Parks Foundation funds.

 

There is no impact to the General Fund.
