SUBJECT:

Agreement with the California Department of Aging (CDA) for the Title V Program of the Older Americans Act (OAA) of 1965 for FY 2005-2006

 

RECOMMENDATION:

Adopt a resolution authorizing:

1.

The execution of Agreement No. TV-0506-08 for Title V with CDA for Fiscal Year 2005-2006 in the amount of $164,380; and

2.

The Director of the Health Department to execute subsequent amendments and minor modifications not to exceed $25,000

Funds for Title V programs will contribute to these commitments and goals by providing opportunities for San Mateo County seniors to maintain their independence and dignity through employment and real gains in income.

BACKGROUND:

Every four years the Area Agency on Aging (AAA) is required to submit a Planning and Service Area Plan for aging services to CDA. The state also requires that counties submit annual updates identifying revised goals and objectives for the coming fiscal year in order to claim their allotted OAA funds, which are determined through a statewide funding formula. The plan provides a profile of the County’s senior population, identifies activities to improve and expand existing services as well as to develop new programs designed to address current countywide needs, and recommends services to be funded with the County’s OAA allocation.

 

On July 12, 2005, your Board approved the Strategic Plan for Services to Older Persons and Adults with Disabilities for 2005-09. This plan, together with the annual budget, fulfills CDA’s requirements and generates contracts from CDA for funding of various OAA programs including Title V.

 

DISCUSSION:

The Title V Senior Community Services Employment Program (SCSEP) supports the training and placement of low-income older adults in subsidized positions in community services agencies throughout San Mateo County. Employment services are part of the group of supportive services funded with the County’s OAA allocation.

 

County Counsel has reviewed and approved the Resolution and Agreement as to form.

 

FISCAL IMPACT:

The term of this agreement is July 1, 2005 through June 30, 2006. Execution of this agreement with CDA allows the County to claim its allocation of OAA funding for Title V for FY 2005-2006. The total grant amount of $164,380 for Title V consists of $127,825 in Federal funds and $36,555 in State funds. In addition, the service provider participating in this program provides its own funds, thereby expanding the funding for Title V Senior Community Services Employment Program available in San Mateo County. Revenues and expenses related to this agreement are included in Aging and Adult Services’ budget for 2005-06. There is no impact on the County General Fund as a result of this action.
