SUBJECT:

Agreement with the City and County of San Francisco for services to individuals with HIV/AIDS

 

RECOMMENDATION:

Adopt a resolution:

   

A)

Authorizing the President of the Board to execute an Agreement with the City and County of San Francisco (CCSF) in the amount of $2,127,903, to provide primary health care, case management and support services to individuals with HIV/AIDS, for the period of March 1, 2005 to February 28, 2006; and

 

B)

Authorizing the Director of the Health Department to execute subsequent amendments and minor modifications not to exceed $25,000 and to make minor changes in the types of services and activities provided under the Agreement.

BACKGROUND:

The Ryan White CARE Act (CARE) provides emergency assistance to eligible metropolitan areas that are disproportionately affected by the HIV epidemic by making financial assistance available for the development, organization, coordination, and operation of more effective and cost efficient systems to deliver essential services to individuals and families with HIV disease. CARE Act funds come to the San Mateo County AIDS Program through an agreement with the City and County of San Francisco. The amount of funding San Mateo County receives each year is determined by the San Francisco Ryan White CARE Act Planning Council.

 

DISCUSSION:

The CARE Act offsets the cost of a total of 15 FTE positions providing direct services to clients with HIV/AIDS. These positions provide interdisciplinary staffing for the AIDS Program Clinic, Client Services Unit, and Client Socialization Center. The funds also pay for medical supplies, laboratory costs, office supplies, and the following contract services: dental care, housing assistance, food services, mental health services, substance abuse treatment, medical specialty services, dietitian services, medical transcription, attendant care, and basic client support. The CARE Act award for March 1, 2005 through February 28, 2006 is $2,127,903. This contract was delayed because CCSF did not provide the agreement until August 2005.

 

County Counsel has reviewed and approved the resolution and agreement as to form.

 

FISCAL IMPACT:

The term of the agreement is March 1, 2005 through February 28, 2006. The maximum amount of funding for the agreement is $2,127,903. These funds are included in the Adopted AIDS Program Budget for FY 2005-06. Maintenance of County effort is required for all CARE funding which amounts to the Net County Cost for the AIDS Program for FY 2005-06 of $411,073.
