SUBJECT:

Agreements with El Concilio of San Mateo County and Free at Last

 

RECOMMENDATION:

Adopt a resolution:

 

A)

Authorizing the President of the Board to execute Agreements with El Concilio of San Mateo County (ELC) for $112,991 and with Free at Last (FAL) for $178,139 for the period of July 1, 2005 to June 30, 2006 to provide HIV outreach and testing; and

 

B)

Authorizing the Director of the Health Department to execute subsequent Amendments and minor modifications not to exceed $25,000 for each Agreement and to make minor changes in the types of services and activities provided under these Agreements.

 

VISION ALIGNMENT:

Commitment: Ensure basic health and safety for all.

Goal(s) 5 & 8: Residents have access to healthcare and preventive care; and help vulnerable people – the aged, disabled, mentally ill, at-risk youth and others – achieve a better quality of life.

 

The agreements contribute to these commitments and goals by providing information on HIV, by increasing the awareness of the availability and locations of testing sites and by augmenting the number of individuals who take an HIV test.

*These measures were adjusted at the request of the State and reflect the new grant requirements, which focus

on using outreach techniques that target a higher risk population, require longer interventions and discourage

repeat testers.

 

BACKGROUND:

On January 28, 2003, your Board adopted Resolution Number 065787, accepting a five-year grant from the Substance Abuse Mental Health Services Administration (SAMHSA) for the Center for Substance Abuse Treatment (CSAT) for FY 2002 to 2007 to provide outreach, assessment, education, counseling, case management, and referrals to drug treatment programs for clients who are substance abusers and at risk for HIV and Hepatitis B/C.

 

On January 4, 2005, your Board adopted Resolution Number 067124, accepting a grant from the California Department of Health Services Office of AIDS (DHS) to provide HIV outreach, referral and testing services for the period of July 1, 2004 to June 30, 2007.

 

DISCUSSION:

ELC and FAL have been successfully providing street outreach and testing services to SMCAP clients since 1999 and have developed knowledge and expertise about the clients they serve in their specific areas of service. These agencies were selected to provide HIV outreach and testing services from a Request for Proposals (RFP) on December 2002; this is the third year of the RFP period.

 

On June 28, 2005 your Board approved resolution 067412, authorizing the Controller to continue payments on the previous Agreements for the period of July 1, 2005 to September 30, 2005, which allowed continuation of services until new contracts were in place.

 

County Counsel has reviewed and approved the Resolution and Agreements as to form.

 

FISCAL IMPACT:

The term of the agreements is July 1, 2005 through June 30, 2006. The maximum amount of funding for the agreements is: $112,991 for ECL and $178,139 for FAL. These funds have been included in Adopted Budget for FY 2005-06. The Net County Cost for these Agreements is $8,480.
