SUBJECT:

Agreements with Catholic Charities, CYO; Mills-Peninsula Senior Focus, Inc.; Peninsula Volunteers; and the City of South San Francisco Adult Day Care Program for Adult Day Care Services

 

RECOMMENDATION:

Adopt a resolution authorizing:

1.

Agreements with Catholic Charities, CYO; Mills-Peninsula Senior Focus, Inc.; Peninsula Volunteers; and the City of South San Francisco Adult Day Care Program for Adult Day Care Services from July 1, 2005 through June 30, 2009 in the collective amount of $141,600 for FY 2005-06; and

2.

The Director of the Health Department to execute subsequent amendments and minor modifications not to exceed $25,000 and to make minor changes in the types of services and activities provided under the agreements

These agreements contribute to this commitment and goal by providing services throughout the county designed to assist individuals with the greatest needs to maintain their independence and dignity within the least restrictive setting possible. Use of day care helps the division achieve one of its primary performance measures: maintaining severely impaired clients in an independent setting.

BACKGROUND:

Adult day care provides a structured and therapeutic program of supervised social, recreational, and nutritional services, linking participants with needed supportive services. It also provides needed respite for family and friends who are the primary caregivers of the program participants. The goal of adult day care is to maintain or improve the well-being of seniors and adults with disabilities. Clients of Multipurpose Senior Services Program (MSSP) and Family Caregiver Support are eligible for adult day care services upon referral from designated social workers on staff at Aging and Adult Services (AAS).

 

DISCUSSION:

The adult day care service providers have been selected through a Request for Proposals (RFP) process conducted by AAS for the 2005-2009 contract period. California Department of Aging (CDA) has funded MSSP for seventeen years. This program supports the independence of MSSP clients by providing a variety of services such as adult day care, transportation and attendant care. Family Caregiver Support is funded through Title IIIE of the Older Americans Act and is administered through CDA. This program provides brief respite services to support informal family caregivers referred by the AAS Family Caregiver Social Worker.

 

County Counsel has reviewed and approved the Resolution and Agreements as to form. Risk Management has reviewed and approved the Contractors’ insurance levels.

 

FISCAL IMPACT:

The term of the agreements is July 1, 2005 through June 30, 2009. The maximum the County shall be obligated to pay collectively for these agreements under a single resolution for 2005-06 is $141,600. Funding is a blend of state and federal funds. Funds for these services are included in AAS’s Adopted Budget for 2005-06. There is no impact on the County General Fund as a result of this action.

 

The amounts to be paid for subsequent fiscal years will be determined at a later date, and amendments will be brought before the Board of Supervisors for approval to include the additional amounts when that information is available. Any ongoing expenditures will be reduced if funds are unavailable in future years.
