RECOMMENDATION:
|
1)
|
Adopt a resolution authorizing the President of the Board to execute an agreement with Pride Paint to recycle latex paint for the term of July 1, 2005 through June 30, 2008 in the amount of $290,000; and
|
2)
|
Adopt a resolution authorizing the President of the Board to execute an agreement with Early American Coatings to recycle latex paint for the term of July 1, 2005 through June 30, 2008 in the amount of $290,000.

BACKGROUND:
|
The Environmental Health Division (Division) operates a Household Hazardous Waste Program that enables residents to drop-off latex paint and other household hazardous waste (HHW). The HHW Program maintains eight latex drop-off locations throughout the County. Three of these drop-offs are located in stores operated by Pride Paint and Early American Coatings. Over the past three years, the volume of latex paint collected by the Program increased from 34,000 gallons to 61,250 gallons per year.

DISCUSSION:
|
The Purchasing Division advertised a Request for Bid (RFB) to four local paint companies to collect latex paint from the public at their stores and from the HHW Program. Collected paint is reprocessed by the contractors and transported back to the Division for distribution to the public via the Re-Use Program. Two companies, Pride Paint and Early American Coatings, responded to the RFB. Both companies were chosen based on their proposal and experience working with the Division. Utilizing two local paint contractors increases the drop-off locations made available to County residents and provides the needed labor force to reprocess the large volume of paint collected by the HHW program. Based on the increase in volume of latex paint reprocessed over the past three years, the program expects to collect 67,200 gallons of paint in FY 2005-06.

County Counsel has reviewed and approved the Resolution and Agreements as to form, and Risk Management has reviewed and approved the Contractors’ insurance coverage.

FISCAL IMPACT:
|
The term of each agreement is July 1, 2005 through June 30, 2008. The maximum amount payable under each agreement shall not exceed $290,000. For each agreement, an appropriation of $85,000 for FY 2005-06 is included in the recommended budget. The appropriations for FY 2006-07 and FY 2007-08 will be $95,000 and $110,000 respectively.

These agreements are part of the HHW Program, which is funded through the Solid Waste Fund. There is no net county cost.
