Agreement for the Installation of a U-Turn Pocket on Guadalupe Canyon Parkway near the John F. Kennedy School - Daly City Area

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute an agreement with the City of Daly City which provides that the County will finance 50 percent (50%) of the cost, not to exceed $50,000, for the construction of a U-Turn Pocket on Guadalupe Canyon Parkway near the John F. Kennedy School.

The construction of the proposed U-turn pocket will allow safe turning movements on Guadalupe Canyon Parkway for the parents/relatives or care givers (parents) that drop off or pick up children at the John F. Kennedy School.

 

Background

John F. Kennedy School is located adjacent to Guadalupe Canyon Parkway in the City of Daly City near the City’s corporate limits. There are no side streets east of the school and parents wanting to drop off or pick up their children must either drive to the entrance to San Bruno Mountain Park near Radio Road to turn around, or illegally make a u-turn just east of the School. Daly City Public Works has reported that the most common movement is the illegal u-turn on Guadalupe Canyon Parkway into on coming traffic.

 

The City contacted us to discuss possible alternatives to provide for safe turning movements that would be used by the parents, and the preferred alternative is a u-turn pocket. Lighted warning signs would also be installed to alert motorists traveling west on Guadalupe Canyon Parkway, that motorists are making this turning movement.

 

Discussion

The proposed u-turn pocket is located on a section of the road that is partially within the City of Daly City and partially within the unincorporated area. The proposed agreement provides that the County will finance half the cost of the work and that the City will annex and be responsible for the portion of the road that is annexed once annexation is complete.

 

We also have a federal grant to resurface Guadalupe Canyon Parkway this coming spring and the section that is proposed to be annexed will also be resurfaced as part of our work. We will also install the permanent striping in conjunction with the resurfacing project.

 

A resolution and agreement have been approved as to form by County Counsel and the City has executed the agreement.

 

The annexation of the portion of Guadalupe Canyon Parkway will be the subject of a separate report.

 

Fiscal Impact

Daly City has estimated that the cost to install the u-turn pocket will not exceed $100,000. The proposed agreement provides that the County will finance 1/2 of the costs not to exceed $50,000. A portion of the amount will be paid directly to the City of Daly City upon our being invoiced for the work, and we will be credited for the cost of installing the permanent striping that will be installed as part of the proposed resurfacing project.

 

Sufficient funds for the work were approved in the 2005-06 Road Fund Budget. There is no impact to the General Fund.
