Rejecting the One Bid Received for the Cape Sealing of Various Roads in the Coastside Areas of La Honda and San Gregorio (Project No. RD700, F-306[C]) and Authorizing the Director of Public Works to Re-Advertise the Project for Bid

 

Recommendation

Adopt a resolution rejecting the one bid for the Cape Sealing of Various Roads in the Coastside Areas of La Honda and San Gregorio (Project) and authorizing the Director of Public Works to re-advertise the Project for bid.

Rejecting the single bid received for the Project and authorizing the re-advertising of the Project for bid, will allow us to obtain more competitive bids when the construction market is more favorable.

 

Background

Previous Board Action

Adopted Resolution Number 066989 on October 19, 2004, which “streamlined” the bid process for non-controversial maintenance type road projects, by authorizing the Director of Public Works to develop plans and specifications and to call for bids for projects identified in said resolution.

 

History

The proposed Project was identified as one of the non-controversial road maintenance projects that could be advertised for bids by the Director of Public Works.

 

On August 8, 2005, bids were accepted for the Project and only one bidder, Graham Contractors, Inc., submitted a bid for $223,241.90.

 

Discussion

The engineer’s estimate for the Project was adjusted to $197,000 as an item of work - pavement repair using a pavement fabric and a chip seal - was eliminated by an addendum prior to bids being received. The item was eliminated, as we believe, based on information from contractors regarding the repair method, that additional “field” evaluations of the repair technique needs to be conducted before including this item in our contracts.

 

The bid received was approximately thirteen percent (13%) higher than the adjusted reduced engineer’s estimate ($223,291.40 vs. $197,000.00) and the unit prices were substantially higher than bids received this year and last year for comparable work.

 

We are recommending that the one bid received be rejected as provided for in Section 22038 of the Public Contract Code, and that the Project be re-bid in the spring of 2006, as we believe that the market will be more competitive at that time.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

Re-bidding the work is estimated to cost $1,000 and will be paid for with Road Funds. There is no impact to the General Fund.
