TO:

Honorable Board of Supervisors

FROM:

Neil R. Cullen, Director of Public Works

SUBJECT:

Installation of Stop Signs at Various Intersections in Montara –
Main Street at 2nd Street; 4th Street at East Avenue; and 6th Street at East Avenue

Recommendation

Adopt a resolution authorizing the installation of stop signs to stop traffic:

1)

on Main Street before entering the intersection of Main Street with 2nd Street;

2)

on 4th Street and East Avenue before entering this intersection; and

3)

on 6th Street and East Avenue before entering this intersection.

Vision Alignment

Commitment: Ensure basic health and safety for all.

Goal(s): Maintain and enhance public safety of all residents and visitors.

We believe the installation of stop signs will provide for the orderly flow of traffic and increase safety for both pedestrians and motorists at the above referenced intersections.

Background

We received several requests from residents in the Montara area concerned with the safety of motorists and pedestrians entering the aforementioned intersections.

Discussion

We have evaluated the intersections and determined that it is appropriate to install stop signs at these intersections in order to:

1)

assign the right-of-way to 2nd Street traffic at Main Street as 2nd Street is the through street at this intersection;

2)

create a 3-way stop at the intersection of 4th Street and East Avenue as 4th Street is a route used by school children attending the Farallone View Elementary School; and

3)

create a 4-way stop at the intersection of 6th Street and East Avenue due to the limited sight distance at this intersection.

The Sheriff’s Office and the California Highway Patrol concur with our recommendations.

We have notified the property owners within three hundred feet (300’) of these intersections of the date when your Board is scheduled to consider our report and recommendation.

A resolution has been approved as to form by County Counsel.

Fiscal Impact

The installation of the stop signs is estimated to cost $1,600 ($400 per stop sign) and is proposed to be funded with Road Funds that have been appropriated this fiscal year to finance small road related improvements or traffic related installations.

There is no impact on the General Fund.
