TO:

Honorable Board of Supervisors

FROM:

Sheriff Don Horsley

SUBJECT:

Authorize an Agreement with the Highlands Recreation District for the Sheriff’s Office to Donate a Vehicle to the Highlands Recreation Center as Transportation for Middle School Children.

RECOMMENDATION:

Adopt a Resolution authorizing the Sheriff to execute an Agreement with the Highlands Recreation District for the donation of a used 1995 Dodge Van worth $1,725.

VISION ALIGNMENT:

Commitment: Ensure basic health and safety for all.

Goal(s): Maintain and enhance the public safety of all residents and visitors.

This donation enhances public safety by encouraging civic engagement as well as providing safe transportation to school children.

BACKGROUND:

The Highlands Recreation District provides recreational services within the surrounding community. An after school program for students in 6th, 7th and 8th grade was implemented approximately four (4) years ago. A variety of after school classes such as Babysitting Certification, Intro to Spanish, and Science Unlimited are offered to students as well as a variety of sports programs.

The variety of activities emphasizes personal growth and independence while learning new skills.

DISCUSSION:

With the most recent cuts to the Highlands Recreational District’s budget, reliable transportation for youth has not been available. Many of the field trips are planned around public transportation. Beneficial trips do not allow for the use of public transportation due to their location.

The donation of a van, with an assessed worth of $1,725, will assist the Highlands Recreation Center in providing the essential transportation needed for students.

The used van, which has been serviced by County Motor Pool, is no longer used by the County’s Driver Training Program. The vehicle should serve the Highlands Recreation District well for several more years, as the mileage is less than 30,000.

FISCAL IMPACT:

There is no net County cost associated with this Agreement and donation.
