Approval of FY05 Buffer Zone Protection Program for the San Mateo Operational Area

RECOMMENDATION:
|
Adopt a resolution authorizing the OES Area Coordinator or his designee to:
|
1.
|
Submit a grant application to California Office of Homeland Security (OHS) through U.S. Department of Homeland Security (DHS) for administration of grant awards to enhance security for state designated sites in the amount of $291,000; and
|
2.
|
Execute the grant agreement and any other documents required by and for the program described in the grant.

VISION ALIGNMENT:
|
The program keeps the commitment of responsive, effective, and collaborative government and goal number 22: County and local governments effectively communicate, collaborate and develop strategic approaches to issues affecting the entire County. The grant contributes to this commitment and goal by providing equipment to enhance security at state designated sites to deter or lessen any terrorism incidents.

BACKGROUND:
|
DHS is providing financial grants to each of the states for the FY05 Buffer Zone Protection Program through the OHS. To receive funding the San Mateo Operational Area is required to submit a completed application. This grant program promotes enhanced security through the purchase of equipment, services, supplies, training and contractors for state designated sites and agencies protecting those sites throughout the county. The grant program is 100% funded requiring no matching funds.

DISCUSSION:
|
Changes in local, state, national, and international conditions have precipitated the necessity for additional security/or enhancements of state designated sites that are considered at higher risk areas for terrorism activities. This grant will allow jurisdictions to take advantage of funding to revise and enhance security measures at these sites in cooperation with both private and public entities. San Mateo County Area Office of Emergency Services and Homeland Security will serve as the administrator for the grant to sites within San Mateo County.
County Counsel has reviewed the resolution and approved as to form.

FISCAL IMPACT:
|
There is no impact on the County, OES, or Sheriff’s Office net County cost. The $291,000 grant will be utilized for the supplementing and enhancing of existing security measures at State designated sites. All of the funding will be channeled to those jurisdictions where the designated sites reside. Existing OES staff resources will be used to administer this grant program.
