Purchase of an Armored Rescue Vehicle from Lenco Industries, Inc.

 

RECOMMENDATION:

Adopt a Resolution:

A.

Waiving the Competitive Bid Process; and

B.

Authorizing the Purchase of an Armored Rescue Vehicle from Lenco Industries, Inc.

The purchase of an Armored Rescue Vehicle will allow law enforcement agencies through the County to better prepare and react to natural and man-made disasters and emergency incidents, therefore enhancing the safety of all residents and visitors.

BACKGROUND:

On May 17, 2005 your Board executed a Memorandum of Understanding with the City and County of San Francisco to distribute a portion of the Fiscal Year 2004 Urban Area Security Initiative (FY04 UASI) grant awarded to the Sheriff’s Area Office of Emergency Services (OES).

The OES, through partners in law enforcement, fire services, public works and public health, identified 11 projects in which the awarded funding would be utilized. Nine (9) of the 11 projects related to equipment purchases. An armored rescue vehicle is one of those authorized expenditures which will be designated for use as regional and County mutual aid equipment.

 

DISCUSSION:

The proposed purchase of the Lenco Ballistic Engineered Armored Response (B.E.A.R.) tactical vehicle from Lenco Industries, Inc. will enhance the ability to prevent, deter and respond to natural and man-made disasters, high-risk situations as well as threats and incidents of terrorism Countywide.

The Lenco B.E.A.R. will be used for armed confrontation, barricaded subjects, and hostage crisis. The Lenco B.E.A.R. is a great rescue and deployment platform to perform in lethal environments. In addition, the Lenco B.E.A.R. may also be utilized for:

The Lenco B.E.A.R. is constructed with Mil-Spec steel armor plate certified to defeat multi-hit attacks, while ceiling and floors provide enhanced blast and fragmentation protection. Ballistic glass windows offer the same multi-hit defeat as well as providing superior clarity and well-designed peripheral visibility. The armored vehicle is built on a Ford heavy-duty commercial truck chassis platform which allows for warranty covered parts, maintenance service and parts replacements at any number of OEM dealers, truck centers, and retail parts dealers.

Lenco designs and manufacturers armored vehicles for law enforcement, military, government agencies and private security forces. Lenco is the supplier of armored vehicles to the US Department of Defense, Department of State, Department of Energy, FBI and other high profile government agencies. Lenco armored security vehicles are used for National Defense, Force Protection and Homeland Security. Lenco is a recognized leader and one of the most well respected names in the armored vehicle industry. Therefore, it would be in the best interest of the County to waive the Competitive Bid Process and authorize the purchase of the Lenco B.E.A.R. armored tactical vehicle based on Lenco being a sole source manufacturer of armored vehicles.

County Counsel has reviewed and approved the Resolution as to legal form.

 

FISCAL IMPACT:

The cost of the Lenco B.E.A.R. armored vehicle is $273,315 and is reimbursed by the Department of Homeland Security. Therefore, no net County cost is associated with this purchase.
