RESOLUTION A) WAIVING THE POLICY ON GIFTS IN ADMINISTRATIVE MEMORANDUM B-3 WHICH LIMITS A DEPARTMENT’S AUTHORITY TO ACCEPT GIFTS NOT TO EXCEED $2,500, B) AUTHORIZING THE CHIEF EXECUTIVE OFFICER OF SAN MATEO MEDICAL CENTER TO ACCEPT GIFTS FOR SAN MATEO MEDICAL CENTER (SMMC) IN AMOUNTS NOT TO EXCEED $100,000 , AND C) AUTHORIZING EXECUTION OF AN AGREEMENT WITH THE SAN MATEO MEDICAL CENTER FOUNDATION FOR THE PROVISION OF OFFICE SPACE TO THE FOUNDATION, INCLUDING OFFICE FURNISHINGS AND OFFICE EQUIPMENT

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, this has been presented to this Board of Supervisors for its consideration and acceptance an agreement, reference to which is hereby made for further particulars, whereby San Mateo Medical Center Foundation shall continue to provide fundraising efforts for SMMC; and

 

WHEREAS, County originally contributed to the Foundation’s annual budget at the rate of $235,000 per year and the Foundation has reduced that support with each subsequent contract agreement using alternate revenue sources such as management fees for AIDS Clinical Research and AIDS Public Health. The Agreement reflects the change to the Foundation paying an annual amount to the Medical Center and supercedes Agreement No. 66000-05-D017 approved by the Chief Executive Officer of SMMC on November 20, 2004; and

 

WHEREAS, Administrative Memorandum B-3 requires that all gifts having a value of over $2,500 shall be acknowledged in writing by the department head and referred to the Board of Supervisors for approval. Given the nature of the relationship between the Foundation and SMMC and the high volume of gifts, usually in the form of medical equipment from the Foundation to the SMMC, SMMC requests an exception to Administrative Memorandum B-3. Specificallly this Resolution authorizes the Chief Executive Officer of SMMC to accept gifts for SMMC that have a value under $100,000. Any gifts above $100,000 shall be authorized by the Board; and

 

WHEREAS, the parties wish to enter into an Agreement, for furnishing the San Mateo Medical Foundation with office space, including computer support, housekeeping, utilities, and facilities maintenance for the period July 1, 2005 to June 30, 2008, for a maximum amount of $9,000; and

 

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance, an Agreement between the County of San Mateo and San Mateo Medical Center Foundation, reference to which is hereby made for further particulars and the Board of supervisors has examined and approved the same as to form and content and desires to enter into same.

NOW THEREFORE, IT IS HEREBY RESOLVED that the Board of Supervisors, be, and is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of the Board shall attest the President’s signature thereto.

 

IT IS HEREBY FURTHER RESOLVED that the policy on Gifts in Administrative Memorandum B-3, that limits a Department’s Authority to accept gifts not to exceed $2,500, is hereby waived; and

 

BE IT FURTHER RESOLVED, that the Chief Executive Officer of SMMC shall be authorized to accept gifts for San Mateo Medical Center (SMMC) in amounts not to exceed $100,000
