RESOLUTION AUTHORIZING THE EXECUTION AND SUBMISSION OF A GRANT APPLICATION AND AGREEMENT FOR THE BUFFER ZONE PROTECTION PROGRAM

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, the Sheriff or his designee serves as the Area Coordinator of the San Mateo County Office of Emergency Services (OES); and

 

WHEREAS, OES wishes to apply to the State for grant funding to enable local agencies to enhance and/or supplement the hardening of designated sensitive sites in the county; and

 

WHEREAS, The State of California, Office of Homeland Security (OHS) requires the Grantee to certify by resolution the approval of the application before submission of said application to the State; and

 

WHEREAS, The State of California, OHS has received funding through the U.S. Department of Homeland Security (DHS) for the Buffer Zone Protection Program which funding will be allocated to the local agencies to enhance the security of designated State sites through the purchase of equipment to enhance homeland security; and

 

WHEREAS, OES will serve as the administrator for the grant award received by the State of California through DHS to enhance the security of designated sites. This grant shall not exceed two hundred ninety one thousand dollars ($291,000); and

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors authorizes the Sheriff, in his capacity as OES Area Coordinator, to apply for a grant to supplement, modify, amend, or add security equipment to designated sites in the amount of $291,000; and that the President of the Board shall execute the Certification necessary to complete the application; and

 

IT IS FURTHER ORDERED, that the Area OES Coordinator or his designees shall familiarize himself with the assurances and certifications in the application, and assure the County’s ability to comply with and conduct all negotiations, and execute and submit all documents including but not limited to the application, the grant agreement, amendments, payment requests, and other documents that may be necessary for the completion of the aforementioned program.
