RESOLUTION WAIVING THE COMPETITIVE BID PROCESS AND AUTHORIZING THE PURCHASING AGENT TO ISSUE A PURCHASE ORDER FOR AN ANDROS MARK V-A1 ROBOT FROM REMOTEC, INC. FOR USE BY THE BOMB SQUAD, IN THE AMOUNT OF $172,559.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, the Sheriff’s Office of Emergency Services (OES) operates the only Bomb Squad in the County; and

WHEREAS, the Bomb Squad responds to every jurisdiction in the County and is on-call seven days a week; and

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance a request to allow the Purchasing Agent to issue a Purchase Order with Remotec, Inc. for an Andros Mark V-A1 robot for the Bomb Squad and;

WHEREAS, Remotec, Inc. has manufactured a sophisticated and versatile robot for the mitigation and defusing of Weapons of Mass Destruction that meets the needs of the Bomb Squad and is integral to the County’s Homeland Security preparedness efforts; and

WHEREAS, it is in the best interest of the County to waive the Competitive Bid process on the basis that Remotec, Inc. is the sole source manufacturer of mobile robot systems for use in hazardous-duty operations; and

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors waives the Competitive Bid process and authorizes the Purchasing Agent to issue a Purchase Order with Remotec, Inc. for provision of an Andros Mark V-A1 robot for the Bomb Squad in the amount of $172,559.
