RESOLUTION WAIVING THE COMPETITIVE BID PROCESS AND AUTHORIZING THE PURCHASING AGENT TO ISSUE A PURCHASE ORDER FOR A BALLISTIC ENGINEERED ARMORED RESPONSE (B.E.A.R.) RESCUE VEHICLE FROM LENCO INDUSTRIES, INC. FOR USE BY THE AREA OFFICE OF EMERGENCY SERVICES (OES), IN THE AMOUNT OF $273,315.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance a request to allow the Purchasing Agent to issue a Purchase Order with Lenco Industries, Inc., for a Ballistic Engineered Armored Response (B.E.A.R.) rescue vehicle for the Area Office of Emergency Services (OES) and;

WHEREAS, Lenco manufacturers armored vehicles for law enforcement, military, government agencies and private security forces and is integral to the County’s Homeland Security preparedness efforts; and

WHEREAS, it is in the best interest of the County to waive the Competitive Bid Process on the basis that Lenco is the leader in the armored vehicle industry; and

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors waives the Competitive Bid Process and authorizes the Purchasing Agent to issue a Purchase Order with Lenco Industries, Inc. for provision of a Ballistic Engineered Armored Response (B.E.A.R.) vehicle for OES, in the amount of $273,315.
