The additional differential, combining of two half-time positions into one full time position and reclassification of two positions will assist the department in meeting its individual performance expectations by assuring that they have staff with the skills necessary to perform the work. The conversion of the unclassified positions implements the will of the voters as reflected in their passage of Measure D. | |||
Background | |||
Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations. | |||
Discussion | |||
The salary ordinance changes herein represent: • adding one new differential, • converting three unclassified positions to classified status as required by Measure D, • converting one unclassified position to classified status, • reclassifying two filled position, and • combining two half-time positions into one full-time position. These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office. The specific actions are discussed in detail below. | |||

This is the conversion of one position from unclassified status to classified status. Measure D adopted by the voters in November 2004 requires that any unclassified position continuously filled for at least three years be converted to classified status. This position meets that requirement. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions. | ||

This is the addition of a 5.7% differential for one person serving as the Information Technology Manager. Last year the Records Manager position was eliminated as a budget measure, and the Records Manager duties were assigned to the Information Technology Manager position. This differential recognizes the increased responsibilities associated with the addition of those duties. This action represents a monthly salary and benefits cost of $466 based on filling the position at the top step of the range. There is no change in the total number of authorized positions. | ||
