Agreement with Mental Health Association of San Mateo County

 

RECOMMENDATION:

Adopt a resolution:

 

A) Authorizing the President of the Board to execute an agreement with Mental Health Association of San Mateo County for the period July 1, 2005 through June 30, 2006, for a maximum obligation of $1,140,587; and

B) Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the type of services and activities provided under the Agreement.

The Agreement contributes to this commitment and goal by providing rehabilitation services for seriously mentally ill adults and emergency short term housing for homeless mentally ill.

BACKGROUND:

Mental Health Association (MHA) has contracted with Mental Health Services to provide shelter, supported housing and other mental health rehabilitation services to San Mateo County clients for many years. These services focus on providing low cost community-based alternatives to mental health clients who are at risk of an acute inpatient psychiatric admission, placement in a locked skilled nursing facility, or becoming homeless.

 

Under Mental Health’s plan for contracted services, housing and supportive services, such as those provided by MHA, are in the “any qualified provider” category, a category that allows an unlimited number of qualified providers. Any agency can submit a proposal at any time and the proposal will be evaluated on quality and cost factors.

 

DISCUSSION:

MHA will provide rehabilitation services for seriously mentally ill adults and emergency short-term housing for homeless mentally ill at the Spring Street emergency shelter. In addition, MHA will provide Shelter Plus Care Project coordination, operate the Friendship Center, and administer the adult services Flexible Funds. The Flexible Funds purchases unique services for mental health clients to help maintain independent living in the community, thus avoiding costly hospitalization.

 

A new program under this Agreement is the Belmont Apartment project. The Belmont Apartments is a newly constructed 24 unit supportive housing project which is slated to open in October 2005. It is the largest supportive housing program in San Mateo County and will provide permanent, subsidized, supportive housing for disabled adults with mental illness.

 

FISCAL IMPACT:

The term of this agreement is July 1, 2005, through June 30, 2006. The Agreement has been reviewed and approved by Risk Management and County Counsel.

 

MHA was granted a 3% COLA for FY 2005-06 which is reflected in the Agreement maximum of $1,140,587. Federal and State Medi-Cal are expected to fund a total of $439,502. Sales tax provided through realignment will cover $581,284. The net County cost is $119,801 which is included in the FY 2005-06 approved budget. The net County cost includes the FY 2001-02, FY 2004-05 and FY 2005-06 COLAs, and the mandatory County match for the Permanent Supportive Housing Project in the amount of $16,371.
