Agreement with Mateo Lodge

 

RECOMMENDATION:

Adopt a resolution:

 

A) Authorizing the President of the Board to execute an agreement with Mateo Lodge for the period July 1, 2005 through June 30, 2006, for a total obligation of $1,586,288; and

 

B) Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the type of services and activities provided under the Agreement.

BACKGROUND:

Mateo Lodge has provided residential and other mental health treatment services to San Mateo County clients for more than two decades. Their services are focused on providing low cost community-based alternatives for mental health adult clients who otherwise would have to live in locked psychiatric facilities, board and care homes, homeless shelters, or on the streets.

 

Under the Mental Health Division’s plan for contracted services, residential and supportive services are in the “any qualified provider” category. Any provider in the category may submit proposals at any time for consideration by the Division, since there are too few providers for these critical services. The Division evaluates proposals based on quality and cost factors.

 

DISCUSSION:

Mateo Lodge provides transitional residential treatment for seriously mentally ill adults at Wally’s Place and rehabilitation services including housing at their Humboldt, Cassia, Dexter, and Poplar houses. Rehabilitation services are designed to support clients in a variety of community living arrangements and to assist clients in finding or maintaining permanent housing, employment, education, health care and mental health services. In addition, Mateo Lodge, Inc. has a mobile support team that provides outreach and rehabilitation services to individuals who are homeless and mentally ill.

 

FISCAL IMPACT:

The term of this agreement is July 1, 2005, through June 30, 2006. The Agreement has been reviewed and approved by Risk Management and County Counsel.

 

Mateo Lodge was granted a 3% COLA for FY 2005-06 which is reflected in the Agreement maximum of $1,586,288. Federal and State Medi-Cal are expected to fund a total of $741,245. Sales tax provided through realignment will cover $524,138, PATH grant funds will cover $117,943 and SAMSHA grant funds will cover $107,065. The net County cost is $95,897 which is included in the FY 2005-06 approved budget. The net County cost includes the COLAs and the County match for PATH funds.
