SUBJECT:

Approve an Agreement with Shelter Network for the Provision of Homeless Shelter Operations for FY 2005-06

 

RECOMMENDATION:

Adopt a Resolution :

1.

Waiving the Request for Proposal (RFP) Process;

   

2.

Authorizing the execution of an Agreement with Shelter Network, in the amount of $288,709 for the term of July 1, 2005 to June 30, 2006, for the administration and coordination of homeless shelter services for families and individuals; and

 

3.

Authorizing the Director of the Human Services Agency to

a) Execute subsequent Amendments and minor modifications not to exceed an aggregate of $25,000 per funding source, and

b) Make changes in the types of services and activities provided by the Contractor, provided that the changes have no impact on the County’s maximum fiscal obligation.

 

VISION ALIGNMENT:

Commitment: Offer a full range of housing choices.

Goal Number 9: Housing exists for people at all income levels and for all generations of families. The Agreement with Shelter Network contributes to this commitment and goal through the cooperative efforts of public and private parties to advance the mutual goal of providing a continuum of housing opportunities for homeless families.

 

PERFORMANCE MEASURE(S):

Data is currently in development for new Outcome Based Management (OBM) measures. Contractor will be evaluated on services that will include an array of social services such as: crisis intervention, short-term counseling, weekly self sufficiency workshops, health and mental health referrals, and housing and employment development assistance.

BACKGROUND:

Shelter Network has provided emergency shelter and/or transitional housing for homeless families and individuals in the County of San Mateo since 1987.

Shelter Network provides emergency assistance to San Mateo County homeless families at the following seven (7) program sites throughout the County: Family Crossroads, First Step for Families, Maple Street, EPA House, Redwood Family House, Haven Family House, and Bridges Program, which provides longer-term support in scattered-site apartments and houses. Shelter Network also provides case management services designed to help families move to transitional housing or directly to permanent housing.

 

DISCUSSION:

This Agreement with Shelter Network is to provide emergency shelter and transitional housing for homeless individuals and families, as well as to provide case management services, and other social services for an additional year.

 

Shelter Network is the only organization that utilizes their own facilities to provide services to homeless families throughout the County. Shelter Network has always been successful in meeting its contracted goals while under contract with the Department of Housing.

 

Shelter Network was one of the approved agency through the NOFA (Notice of Funding Availability) conducted by the Department of Housing and was recommended for funding by the Housing and Community Development Committee (HCDC) for inclusion in the FY 2005-06 CDBG (Community Development Block Grant) Action Plan. On May 3, 2005, the Board of Supervisors approved Shelter Network of San Mateo County for inclusion in the CDBG Action Plan for Fiscal Year 2005-06.

 

It is requested that the Director of the Human Services Agency be authorized to execute Amendments for minor modifications not to exceed $25,000 per funding source, and make changes in the types of services and activities provided by the Contractor, provided that the changes have no impact on the County’s maximum fiscal obligation to the Contractor.

 

This Agreement is being submitted late because of extended negotiation time due to the separation of the Department of Housing and the Human Services Agency.

 

FISCAL IMPACT:

The term of the contract is from July 1, 2005 to June 30, 2006. Funding has been included in the Human Services Agency FY 2005-06 Approved Budget. There is $288,709 budgeted Net County Cost.
