BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION AUTHORIZING (1) WAIVING THE REQUEST FOR PROPOSAL (RFP) PROCESS; (2) THE EXECUTION OF AN AGREEMENT WITH SHELTER NETWORK FOR THE PROVISION OF THE HOMELESS SHELTER OPERATION; AND (3) AUTHORIZING THE DIRECTOR OF THE HUMAN SERVICES AGENCY TO EXECUTE AMENDMENTS AND CHANGES; HOWEVER, AS TO EACH AMENDMENT, SUCH AUTHORITY IS LIMITED TO:

    A) AMENDMENTS AND MINOR MODIFICATIONS NOT TO EXCEED AN AGGREGATE OF $25,000 PER FUNDING SOURCE, AND

    B) CHANGES IN THE TYPES OF SERVICES AND ACTIVITIES PROVIDED BY THE CONTRACTOR, PROVIDED THAT THE CHANGES HAVE NO IMPACT ON THE COUNTY’S MAXIMUM FISCAL OBLIGATION.

 

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, there has been presented to this Board of Supervisors a request

to wave the Request for Proposal (RFP) process; and

 

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance the Agreement with the Shelter Network for the provision of Homeless Shelter Operations; and

 

WHEREAS, the term of this Agreement is July 1, 2005 through June 30, 2006 with total obligation of $288,709; and

 

WHEREAS, this Board has been presented with a form of this Agreement and has examined and approved such Agreement as to both form and content and desires to enter into this Agreement.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the

1) President of this Board of Supervisors be, and is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto.

2) The Request for Proposal process is waived; and

 

3) The Director of the Human Services Agency shall be authorized to execute subsequent amendments and minor modifications thereto during the initial term of this Agreement; however, as to each Amendment, such authority is limited to:

    a) Amendments and minor modifications not to exceed an aggregate of $25,000 per funding source, and

    b) Changes in the types of services and activities provided by the Contractor, provided that the changes have no impact on the County’s maximum fiscal obligation.
