This project contributes to the commitment and goal by consolidating youth services in one location in a new state-of-the-art facility to benefit youth, families, staff, and community. Capital Projects is meeting its performance target to manage one project, the Youth Services Center, which is on schedule and within budget.

BACKGROUND:
|
On October 22, 2002, by Resolution No. 65620, the Board of Supervisors authorized the County Manager’s Office to execute an agreement with Turner Construction Company to provide construction management, architectural and engineering services for the San Mateo County Youth Services Center. The County is responsible for changes initiated by the County or caused by unforeseeable circumstances; the trade contractors or Turner are responsible for other costs.

DISCUSSION:
|
Bid Package 8 (BP 8) for Site Concrete was awarded to Galletti and Sons on December 7, 2004. Galletti claimed scope errors and refused to sign the contract. Additional work on lower Tower Road was added to the bid package and rebid. Bids were received August 24, 2005 and have been reviewed by the construction manager and the County. The bid results are listed in Exhibit A. Considering the larger scope of work, the revised bid is comparable in price and within budget. Berkeley Concrete has agreed to execute the contract. This revision order deletes the original award to Galletti and recommends acceptance and assignment of Berkeley Concrete’s bid to Turner. The Assignment of Bid form has been signed by Turner and the contractor.
This revision order also amends Turner’s contract to include value engineering of drywall, framing, plaster and insulation; Subguard insurance on trade contracts; high voltage electric panels for the workshop in the Central Plant; PG&E anchor relocation at T2 Road; material and color finishes boards; Receiving Home final approval modifications; and rock removal from Building Pads 1 and 4.

FISCAL IMPACT:

The project budget is $148,203,000. This project is funded by the sale of lease revenue bonds and a Federal grant. This revision order will amend the contract as follows:
