Agreement for Countywide Aerial Photography

 

Recommendation

Adopt a resolution authorizing the Director of Public Works to execute an agreement with HJW Geospatial, Inc. (HJW), to provide Aerial Photography of the entire County which will be used in conjunction with the County’s Geographic Information System (GIS).

The proposed agreement is a collaborative effort involving the County, cities and several regional agencies to jointly fund the procurement of up-to-date, high-resolution aerial photography of the entire County.

 

Background

Previous Board Action

Approved a plan for a Countywide Geographic Information System in June 1998.

 

History

A Geographic Information System (GIS) is an information management system that allows us to create, maintain and query electronic databases for information normally displayed on maps and to view address-based data in a graphical map format. The County’s GIS program currently utilizes photography that is more than ten years old.

 

The Countywide GIS Steering Committee in conjunction with Public Works and ISD identified the procurement of updated Countywide aerial photography as a priority project for 2005-06.

 

The consultant selection procedures in the County’s Administrative Memorandum
B-1 were used to select the consultant that we are recommending to develop an aerial photography data product.

 

Attached is Exhibit “A” which is a summary of the selection process that we followed.

 

Discussion

The proposed agreement requires the consultant to provide color digital orthophotography with appropriate 100-scale accuracy in urban areas and 200-scale accuracy in rural areas.

 

The County’s base map will be adjusted once the photography is available with the new, more precise image base, which will provide more accurate and timely data to support operational decisions. The new data can be used in the following applications:

Law Enforcement/Homeland Security: Common operating picture among various law enforcement agencies relative to incident locations and crime analysis.

 
 

Ø

Planning: Land use and zoning, detecting permit or building violations, transportation planning.

 
 

Ø

Public Works/Infrastructure Management: Identification and mapping of assets - roads, flood control, storm drain, sewer, lighting, etc.

 
 

Ø

Assessment: Automate the flagging of un-assessed improvements, viewshed analysis.

 
 

Ø

Public Health: Identify/track features that could cause/spread disease.

 

The aerial photography will also be used by the other agencies who have pooled with the County to fund this project. The major partners include the City/County Association of Governments, the Transportation Authority and US Geological Survey (USGS).

 

A resolution and agreement have been approved as to form by County Counsel and the consultant has executed the agreement.

 

Fiscal Impact

The total estimated cost of the project is $484,000. This cost is comprised of two segments:

 

a)

the cost of the new aerial photography is $355,000 and includes the cost of the preflight ground surveys, flight and photography, geo-rectification of the resulting photography and delivery of the resulting image files on a portable hard drive. This work is the subject of the proposed agreement; and

 

b)

the cost to adjust the existing GIS information map layers to best “fit” the new more precise photo imagery is $129,000. We believe that this is a one-time cost given the required accuracy of the photography.
