Replacement of Safety Equipment at the Half Moon Bay Airport
(AIP Projects No. 3-06-0097-08 and 3-06-0097-09)

 
   

Recommendation

 

Adopt a resolution awarding and authorizing execution of a contract for the Replacement of Flight Safety and Automated Weather Reporting Equipment at the Half Moon Bay Airport (Airport).

The proposed project will replace flight safety and automated weather reporting equipment for the benefit of Airport users.

 
   

Background

 

Previous Board Action

 

1.

Adopted Resolutions No. 66284 and No. 66896 accepting Airport Improvement Grant 3-06-0097-08 and 3-06-0097-09 from the Federal Aviation Administration (FAA) to help fund the installation of safety equipment at the Airport.

 
   

2.

Adopted Resolution No. 66897 authorizing the President of the Board to accept matching grant funds from the California Department of Transportation Division of Aeronautics (DOT) equal to five percent (5%) of the aforesaid FAA grants.

 
   

3.

Adopted Resolution No. 67492 on August 9, 2005, adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the above-mentioned project.

Bids for this project were accepted on September 13, 2005, and subsequently referred to this office for checking and recommendation.

The low bid is 38 percent (38%) over the engineer’s estimate of $354,400. We contacted the low bidder to determine why his bid was high or the engineer’s estimate was low. The low bidder does not believe the original estimate prepared by our consultant reflects the recent increase in material costs or the cost of replicating the tower for the rotating beacon. We are using a replica of the original tower to insure that we continue to qualify for an exemption from the need for a Coastal Permit, which the project qualified for since it involves the replacement of existing facilities.

 
   

We have also checked with the FAA and they have seen similar cost increases for projects at other general aviation airports in California. We believe, based on the above information, that the bid is reasonable and that the project should be awarded.

 
   

We have reviewed the contract documents and have determined that the Equal Employment Opportunity (Affirmative Action) program (EEOP/AA) submitted by St. Francis Electric is in accordance with the current EEOP/AA guidelines.

 
   

A resolution has been approved as to form by County Counsel.

 
   

Fiscal Impact

 

The total estimated cost of the project is $537,000, which includes a ten percent (10%) contingency (approximately $48,730) as the work is bid on a unit price basis (i.e., linear foot of trenching, conduit, electrical cable, etc.). The contingency is used to pay the contractor for any additional material placed for the various bid items, as the quantities paid for are based on the field measured quantities actually used/installed in conjunction with the project.

 
   

The project will be initially financed from the Airport Enterprise Fund as the federal and state grants are received on a reimbursable basis, and there are sufficient funds available to manage the cash flow requirements of this project.
