Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

The reclassification of two positions will assist the department in meeting its individual performance expectations by assuring that they have staff with the skills necessary to perform the work. The conversion of the unclassified positions implements the will of the voters as reflected in their passage of Measure D.

 

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

Discussion

The salary ordinance changes herein represent:

converting four unclassified positions to classified status as required by Measure D, and

reclassifying one filled and one vacant position.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

ORGANIZATION 13000 ASSESSOR-CLERK-RECORDER

Action:

Reclassify: One position of E450, Lead Property Transfer Assistant

Biweekly Salary: $1,524.80 - $1,906.40

Approximate Monthly Salary: $3,304.00 - $4,131.00

To: One position of E338, Office Services Supervisor

Biweekly Salary: $1,684.00 - $2,104.80

Approximate Monthly Salary: $3,649.00 - $4,561.00

Explanation:

This is the reclassification of one filled position of Lead Property Transfer Assistant to the classification of Office Services Supervisor. This position has been studied and determined to be appropriately classified as an Office Services Supervisor. This action represents a monthly salary and benefits cost of $559. There is no change in the total number of authorized positions.

 

ORGANIZATION 32000 PROBATION

Action:

Reclassify: One position of E089, Administrative Assistant II

Biweekly Salary: $2,012.00 - $2,515.20

Approximate Monthly Salary: $4,360.00 - $5,450.00

To: One position of D181, Management Analyst III

Biweekly Salary: $2,643.20 - $3,079.20

Approximate Monthly Salary: $5,337.00 - $6,672.00

Explanation:

This is the reclassification of one vacant position of Administrative Assistant II to the classification of Management Analyst III. This position has been studied and determined to be appropriately classified as a Management Analyst III. This action represents a monthly salary and benefits cost of $1,796. There is no change in the total number of authorized positions.

   

ORGANIZATION 61000 MENTAL HEALTH

Convert: One position of B105, Mental Health Counselor - unclassified

To: Classified Status

Explanation:

This is the conversion of one position from unclassified status to classified status. Measure D adopted by the voters in November 2004 requires that any unclassified position continuously filled for at least three years be converted to classified status. This position meets that requirement. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

Convert: One position of B184, Community Worker II - unclassified

To: Classified Status

Explanation:

This is the conversion of one position from unclassified status to classified status. Fiscal Impact

The two reclassifications represent a monthly salary and benefits cost of $2,355 or an annual cost of $28,260.
