Agreement with Samaritan House for the Safe Harbor Shelter Operations

 

RECOMMENDATION:

Adopt a Resolution:

1.

Waiving the Request for Proposal (RFP) Process;

   

2.

Authorizing the execution of an Agreement with Samaritan House in the amount of $333,666 for the operation of the Safe Harbor of San Mateo County for the period of July 1, 2005 to June 30, 2006; and

 

3.

Authorizing the Director of the Human Services Agency to:

a) Execute subsequent Amendments and minor modifications not to exceed an aggregate of $25,000 per funding source, and

b) Make changes in the types of services and activities provided by the Contractor, provided that the changes have no impact on the County’s maximum fiscal obligation.

BACKGROUND:

On November 19, 2001, Safe Harbor was opened as a year-round shelter, and since August 1, 2002 has been providing 30 beds for emergency shelter and 60 beds for transitional housing for homeless men and women. Both the Emergency Shelter Program and the Transitional Housing Program include case management services designed to help households move on to transitional housing or directly back to permanent housing.

 

DISCUSSION:

This Agreement with Samaritan House for the operation of Safe Harbor is to continue to provide emergency shelter and transitional housing for homeless men and women, as well as to provide case management services for an additional year. Funding provided under this Agreement shall be used by Samaritan House to administer the Safe Harbor shelter operation. Samaritan House has been engaged in providing shelter services in San Mateo County for a number of years and has partnered with the Human Services Agency to develop a year-round, service enriched program at Safe Harbor. The Department of Housing and the Human Services Agency separated in July of 2005. This transition did not allow time to conduct a Request for Proposal without an interruption of services. The Board of Supervisors is being asked to waive the RFP process, as it is in the County’s best interest to continue with this Contractor, so that there is no interruption of services to the community.

 

It is requested that the Director of the Human Services Agency be authorized to execute Amendments for minor modifications not to exceed an aggregate of $25,000 per funding source, and for changes in the types of services and activities provided by the Contractor, provided that the changes have no impact on the County’s maximum fiscal obligation to the Contractor.

 

This Agreement was delayed due to the extended negotiations with the Contractor and resulting from the separation of the Department of Housing from the Human Services Agency.

 

FISCAL IMPACT:

The term of this Agreement is July 1, 2005 through June 30, 2006. The total obligation is $333,666, of which, $313,916 is from General Funds or Net County Cost, $6,000 is from the Federal Center for Substance Abuse Treatment Grant and $13,750 is from CalWORKs. Appropriation for this Agreement is included in the Adopted Budget for FY 2005-06.
