Acceptance of a Grant Award from The Regents of the University of California Universitywide AIDS Research Program (UARP)

 

RECOMMENDATION:

 

A.

Adopt a resolution accepting a grant from The Regents of the University of California Universitywide AIDS Research Program (UARP) in an amount not to exceed $374,603 to conduct UARP research

B.

Authorizing the execution of an Agreement with The Regents of the University of California Universitywide AIDS Research Program (UARP) to conduct AIDS research for the term July 1, 2005 to June 30, 2006, in an amount not to exceed $374,603

This grant contributes to this commitment and goal by giving SMMC the opportunity to participate in innovative application of technologies to public health interventions that advance HIV surveillance, prevention, care and treatment and AIDS Research.

A maximum of 30 patients will be enrolled in the study. It is anticipated the dosage comparisons for these patients will be completed and that 75% of these patients will have positive reactions to the medication.

 

BACKGROUND:

The Clinical Trials and Research Unit of the San Mateo County Health Center was established by the Health Services Agency in 2000 in order to provide a mechanism and infrastructure for the conduct of clinical treatment trials and medical or psychosocial research projects for the benefit of the residents of San Mateo County. A preliminary assessment by the Unit staff identified HIV as a problem affecting many of the County’s patients.. The Clinical Trials and Research Unit discovered that patients are not responding to the current drug treatments. This trial will evaluate patient’s response to this new drug treatment.

 

DISCUSSION:

In January 2005 the Clinical Trials and Research Unit submitted a proposal for “San Francisco HIV/AIDS Research Center” in response to a Request for Applications posted by UARP. On July 2005 UARP notified SMMC that the proposal was favorably received and the award granted. The County will received $374,603 for FY2005-06.

The overarching research theme for the San Francisco Peninsula HIV/AIDS Research Center is the innovative application of technologies to public health interventions that advance HIV surveillance, prevention, care and treatment. Our partnership of the San Mateo Medical Center’s Clinical Trials and Research Unit (CTRU), Stanford’s University School of Medicine’s Center for AIDS Research (CFAR), and the San Francisco Department of Public Health’s (SFDPH) STD Program will advance this theme through two interrelated prevention studies to detect acute HIV infections and quantify drug resistance in under-represented populations.

Another goal of the study is to build the infrastructure for a Research Institute with collaborating partners from San Francisco Department of Public Health and Stanford University.

 

FISCAL IMPACT:

The grant from The Regents of the University of California UARP will not exceed $374,603 and is included in San Mateo Medical Center’s FY2005-06 Adopted Budget. The term of the Agreement is July 1, 2005 to June 30, 2006. Administrative oversight, technical assistance, and project monitoring will be provided by existing Clinical Trials and Research staff. There is no net county cost associated with this project.
