BACKGROUND:

The Methadone Clinic opened on July 1, 2000, at the VA campus in Menlo Park. The program is licensed to see 330 patients at the clinic site. The clinic currently dispenses Methadose Oral Concentrate to 266 clients per day. The clinic cannot operate without an uninterrupted supply of Methadose Oral Concentrate.

DISCUSSION:

The term of the current Purchase Agreement for Methadose Oral Concentrate with Mallinckrodt, Inc. is November 1, 2000 to October 31, 2005, with a maximum amount of $378,000 for the five-year term.

In September 2005, San Mateo Medical Center sent a Request for Quote (RFQ) to three known providers of Methadose Oral Conentrate: Cebert Pharmaceuticals, Inc., Roxanne Laboratories, and Mallinckrodt. Only Mallinckrodt responded to the RFQ.

FISCAL IMPACT:

The term of the purchase agreement is 60 months from the date the agreement is signed. The total cost of the new agreement is $300,000 for the 60 month period. This is based on a projected maximum usage of three and a half bottles per day at a cost of $48 per bottle (1 liter). The price per bottle is guaranteed for 60 months. Funds for the purchase of Methadone Oral Concentrate are included in San Mateo Medical Center’s FY2005-06 Adopted Budget for the Methadone Clinic. Funds for the second through the fifth years of the purchase agreement will be requested in subsequent year budget requests.
