RESOLUTION WAIVING THE REQUEST FOR PROPOSAL PROCESS AND AUTHORIZING THE EMPLOYEE AND PUBLIC SERVICES DIRECTOR UPON COUNTY COUNSEL APPROVAL TO SIGN AN AGREEMENT WITH BLUE SHIELD FOR PROVISION OF HEALTH PLAN BENEFITS TO COUNTY EMPLOYEES, RETIREES AND THEIR DEPENDENTS FOR JANUARY 1, 2006 THROUGH DECEMBER 31, 2006.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, it is in the best interests of the County and participants in the plan to retain Blue Shield coverage in that continuation with Blue Shield has been requested by the employee groups and would provide a lower cost with less disruption than other comparable plans; and

WHEREAS, the County desires to waive the RFP process and authorize the EPS Director to sign an agreement with Blue Shield to provide coverage from January 1, 2006 through December 1, 2006; and

WHEREAS, health plans will be delayed in providing contracts to employers because of their implementation of Medicare Part D requirements:

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors waives a Request for Proposal process and authorizes the Employee and Public Services Director upon County Counsel approval to sign an agreement with Blue Shield.
