On July 12, 2005, the Millbrae City Council directed Millbrae Staff to proceed with a contract for dispatch services with Public Safety Communications. An Oversight Committee was formed to address issues raised in several areas at the Council Meeting, including: Personnel, Operations, Warrants and Records, Public Works and School Radios, Phones, Alarm Monitoring, CAD/Mobile Data/Records Management, Implementation, Administrative and Future Issues. Additionally, a cross section of over 2 dozen residents (seniors, business and banking representatives, and other members of the community) toured Public Safety Communications to better understand the delivery of public safety dispatch services.
On September 13, 2005, the Millbrae City Council approved an agreement between the County and the City of Millbrae for the County to assume full-time law enforcement communications/dispatch for the Millbrae Police Department for a 17 month term ending June 30, 2007 with an optional two-year extension.

The agreement identifies the terms and conditions between the City and Public Safety Communications. At the request of the City, Public Safety Communications will assume full-time communications/dispatch services 24 hours a day, seven-days a week effective January 31, 2006. The Millbrae dispatch operation will co-locate on a 24-hour dispatch console with the Half Moon Bay Police Department and Broadmoor Police Department resulting in efficiency and cost-sharing for the cost of operating the console. The terms of this agreement are commensurate with those services provided to the other contract agencies, which include:
• Emergency telephone answering
• Dispatching emergency calls
• Answering emergency radio traffic on the primary frequency within established timeframes
• Bi-yearly dispatcher proficiency testing
Public Safety Communications staff ensure the prompt and effective handling of routine and emergency calls for service.

Under this agreement, the City of Millbrae will pay the County $76,891 for FY05-06 and $183,333 for FY06-07, not including a cost of living increase that will be determined after labor contract negotiations in fall 2006. This revenue was not budgeted for FY 05-06, but will be budgeted for FY 06-07.
