SUBJECT:

Designation of Disabled Parking Zones - Countywide

 

Recommendation

Adopt a resolution designating or redesignating disabled parking zones at six (6) locations in the unincorporated area that meet your Board’s adopted policy for establishing said zones.

Your Board’s adoption of the proposed resolution will allow disabled persons to have easier access to their homes or places where they do business.

 

Background

Previous Board Action

1.

Adopted Resolution No. 57991 establishing a policy for considering applications for disabled parking zones (DPZ).

 

2.

Amended Section 7.44.010 of the Ordinance Code which defined DPZ’s and provided that said zones will be established by Board resolution.

 

History

Your Board’s adopted policy on DPZ requests requires that:

 

a.

the proposed DPZ not compromise the safety of the public at large;

 

b.

there are no available areas off of the public street that could be used for disabled parking; and

 

c.

the applicant possesses a valid State disabled persons’ placard or license.

 

Four (4) of the DPZ’s listed below were previously established for disabled residents. The identification placards issued by the Department of Motor Vehicles (DMV) to those residents expired June 30, 2005. We contacted the residents served by those DPZ’s and requested copies of their renewed disabled parking identification placards.

 

We also contacted residents who had expressed interest in new DPZ’s and requested copies of their disabled parking identification placards.

 

Discussion

Five (5) residents provided us with the necessary documents pursuant to your Board's policy and we are recommending that four (4) DPZ’s be renewed and one (1) new DPZ be established. Your Board also previously authorized a DPZ in front of the El Granada Post Office and we are recommending that this DPZ also be renewed, as providing a DPZ in front of a post office is consistent with parking configurations at post offices throughout the County. Your Board’s adopting a resolution approving the six (6) DPZ’s does not preclude other property owners from requesting a DPZ in the future.

 

A resolution has been approved as to form by County Counsel.

 

We will maintain the list of approved DPZ’s on the Public Works’ web site.

 

Fiscal Impact

The cost of the staff time involved in evaluating and processing a request for a DPZ is part of the administrative costs associated with evaluating traffic related requests involving the County maintained road system and is financed with Road Funds. The cost of signing and striping a DPZ is approximately $500 and this cost is also financed with Road Funds. There is no impact to the General Fund.
