SUBJECT:

Purchase of an Armored Rescue Vehicle from Lenco Industries, Inc.

 

RECOMMENDATION:

Adopt a resolution increasing the amount of the Purchase Order with Lenco Industries, Inc., by $20,392, from $273,315 to $293,707 for provision of a Ballistic Engineered Armored Response (B.E.A.R.) rescue vehicle.

The purchase of an armored rescue vehicle will allow law enforcement agencies throughout the County to better prepare and react to natural and man-made disasters and emergency incidents, therefore enhancing the safety of all residents and visitors.

BACKGROUND:

On September 13, 2005, your Board adopted Resolution No. 67550 which waived the Competitive Bid Process and authorized the Purchasing Agent to issue a Purchase Order with Lenco Industries, Inc. for provision of a B.E.A.R. rescue vehicle for the Area Office of Emergency Services (OES), in the amount of $273,315.

The original purchase price of $273,315 for the armored vehicle was based on a quote that was good for 30 days. The OES had to obtain sole source approval by the Department of Homeland Security as part of the FY04 Urban Area Security Initiative (UASI) grant program requirements, therefore causing the approval process to exceed 30 days, and the price quote to expire before the purchase could be completed. In the interim, Lenco Industries, Inc. negotiated new government contract prices, increasing the cost of the vehicle by $20,392.

 

DISCUSSION:

The proposed resolution authorizes the Purchasing Agent to issue a Purchase Order with Lenco Industries, Inc. for provision of a B.E.A.R. rescue vehicle for the increased price of $293,707. This price will be honored by Lenco until February 2006 in the event that there are unexpected delays.

County Counsel has reviewed and approved the resolution as to legal form.

 

FISCAL IMPACT:

The cost of the Lenco B.E.A.R. vehicle is $293,707 and is reimbursed by the Department of Homeland Security. Therefore, no net County cost is associated with this purchase.
