Amendment with El Concilio of San Mateo County for the Day Worker Center

 

RECOMMENDATION:

Adopt A Resolution Authorizing:

    (1) An Amendment to the Agreement with El Concilio of San Mateo County, for the Day Worker Center, to add $110,000, for a total obligation of $160,000, to continue the Center until June 30, 2006.The term of the Agreement will be April 15, 2005 to June 30, 2006.

    (2) The Director of the Human Services Agency to execute amendments and changes; However, as to each amendment, such authority is limited to:

    A) Amendments and minor modifications not to exceed an aggregate of $25,000, and

    B) Changes in the types of services and activities provided by the contractor, provided that the changes have no impact on the County’s maximum fiscal obligation.

BACKGROUND:

There has been considerable concern expressed by members of the Redwood City community (both commercial and residential) regarding the informal congregation at 5th Avenue and El Camino, of between 80 -100 day workers per day who were seeking employment. Concerns include public safety issues, as well as economic concerns. The County has been actively working towards a resolution to these concerns and searched for a provider to establish a Day Worker Center in the North Fair Oaks unincorporated area of Redwood City for a pilot period of time. After an informal Request for Interest, only one provider submitted a proposal, but rescinded it during contract negotiations. El Concilio was asked, and agreed to be the provider. On September 27, 2005, the Board of Supervisors accepted an Evaluation Report (see attached), that recommended a review of the goals and outcomes for the Center, and to revise the Scope of Work and performance objectives of the Agreement.

 

DISCUSSION:

This Amendment to the Agreement with El Concilio of San Mateo County is for the operation of the Day Worker Center to continue to provide a matching service for employers seeking day labor help and for workers seeking day labor employment. Additionally, this Amendment will more clearly define the roles of the Contractor following the initial pilot program. There is more focus on outreach to employers, as well as increased marketing and public relations. The hours of operations will change from 6:00 am to 11:00 am, Monday through Thursday and Saturday, to 7:00 am to 2:00 pm, Monday through Saturday, in order to reduce the number of workers on the streets of 5th Avenue and El Camino Real in Redwood City.

In addition to the goal of matching workers with employers, it is expected that the Day Worker Center will serve as an incentive for the workers to relocate from their current site and thereby minimize community concerns.

This Agreement has been reviewed and approved as to form by the County Counsel’s Office. Risk Management has reviewed and approved the Contractor’s insurance coverage.

 

FISCAL IMPACT:

This Amendment extends the term for seven months, with the amended term of the Agreement from April 15, 2005 to June 30, 2006, and adds the amount of $110,000, for a total obligation of $160,000. This additional $110,000 is included in the Adopted Budget for FY 2005-06 and is funded with $30,000 in Agency Fund Balance and $80,000 in funds budgeted in Memberships and Contributions in the County Manager's Office budget unit. Funds have also been set aside in the Non-Departmental Services budget unit for additional outreach, community survey and issuance of a request for proposal for day worker services next fiscal year.
