Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

The reclassification of six positions, combining of four part-time positions into two full-time positions, and adding of one new position will assist the department in meeting its individual performance expectations by assuring that they have staff with the skills necessary to perform the work. The conversion of the unclassified positions implements the will of the voters as reflected in their passage of Measure D.

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

Discussion

The salary ordinance changes herein represent:

converting two unclassified positions to classified status as required by Measure D,

adding one new position,

combining four part-time positions into two full-time positions, and

reclassifying three filled and three vacant position.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

ORGANIZATION 12000 COUNTY MANAGER’S OFFICE

Action:

Delete: One position of E464, Office Specialist - Confidential

Biweekly Salary: $1,383.20 - $1,728.80

Approximate Monthly Salary: $2,997.00 - $3,746.00

Add: One position of E031, Administrative Assistant I - Confidential

Biweekly Salary: $1,770.40 - $2,212.80

Approximate Monthly Salary: $3,836.00 - $4,795.00

Explanation:

This is the deletion of one position of Office Specialist – Confidential and the addition of one position of Administrative Assistant I - Confidential. This change will allow the department to process Assessment Appeals Board workload in a more efficient manner. This action represents a monthly salary and benefits cost of $1364. There is no change in the total number of authorized positions.

 

ORGANIZATION 13000 ASSESSOR-CLERK-RECORDER

Action:

Reclassify: One position of N041, Graphics Specialist

Biweekly Salary: $1,770.40 - $2,218.80

Approximate Monthly Salary: $3,836.00 - $4,795.00

To: One position of V230, Information Technology Technician

Biweekly Salary: $2,115.20 - $2,664.00

Approximate Monthly Salary: $4,583.00 - $5,729.00

Explanation:

This is the reclassification of one filled position of Graphics Specialist to the classification of Information Technology Technician. This position has been studied and determined to be appropriately classified as an Information Technology Technician. This action represents a monthly salary and benefits cost of $1,214. There is no change in the total number of authorized positions.

Biweekly Salary: $2,836.80 - $3,546.40

Biweekly Salary: $3,388.00 - $4,235.20

Approximate Monthly Salary: $7,341.00 - $9,177.00

Explanation:

This is the reclassification of one filled position of Sheriff’s Sergeant to the classification of Sheriff’s Lieutenant. This position has been studied and determined to be appropriately classified as a Sheriff’s Lieutenant. This action represents a monthly salary and benefits cost of $2,193. There is no change in the total number of authorized positions.

Add: One position of J060S, Building Permit Tech Series

Biweekly Salary: $1,688.80 - $2,111.20

Approximate Monthly Salary: $3,659.00 - $4,575.00

Explanation:

This is the addition of one Building Permit Technician position. The addition of this position was recommended to and approved by the Board of Supervisors as part of Phase One of the Planning and Building Task Force Report. This action represents a monthly salary and benefits costs of $6,405 based on filling the position at the top step of the range. This action increases the total number of authorized positions by one.

Explanation:

This is the reclassification of one vacant position of Park Ranger III to the classification of Parks Electrician and Maintenance Worker. This position has been studied and determined to be appropriately classified as a Parks Electrician and Maintenance Worker. This action represents a monthly salary and benefits cost of $694. There is no change in the total number of authorized positions.

This position has been studied and determined to be appropriately classified as a Management Analyst III. This action represents a monthly salary and benefits cost of $990. There is no change in the total number of authorized positions.

Combine: Four half-time positions of F009S, Patient Services Series

Biweekly Salary: $1302.40 – $1628.00

Explanation:

This is the combining of four half-time Medical Services Assistant II positions into two full-time positions. This change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. This action represents no change in monthly salary and benefit costs. This action decreases the total number of authorized positions by two.

To: Classified Status

Explanation:

This is the conversion of one position from unclassified status to classified status. Measure D adopted by the voters in November 2004 requires that any unclassified position continuously filled for at least three years be converted to classified status. This position meets that requirement. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

Fiscal Impact

The six reclassifications and one added position represent a monthly salary and benefits cost of $14,807 or an annual cost of $177,684.
