Agreement with the Child Care Coordinating Council of San Mateo County

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board to execute an agreement with the Child Care Coordinating Council of San Mateo County to provide community worker and child care referral services in the amount of $144,058 for the term of July 1, 2005 through June 30, 2006.

The agreement contributes to the goal by allowing Pre-3 to continue to provide support and services to parents of young children in high risk families in San Mateo County.

BACKGROUND:

Supporting the goals and objectives of Healthy San Mateo 2010 and the national Healthy People 2010, the Health Department strives to improve child and adolescent health and well being throughout San Mateo County. The Prenatal-to-Three Initiative, within Public Health, is a model of integrated health services provided to expectant parents or families with children to age five in the County. Started in 1996, the Pre-3 multidisciplinary staff practices primary prevention and early intervention with families all along the risk spectrum.

The Child Care Coordinating Council has been providing skilled Community Worker staff since 1997. The main services are case management through home visiting, support groups, parenting classes, and provider training on child health and development.

 

DISCUSSION:

The agreement with the Child Care Coordinating Council will provide two Community Workers and authorize child care services for Pre-3 clients. The Community Workers will provide direct services such as in-home visits, parent education classes, Touchpoints parent support groups, and facilitation for parents to find child care services. These Community Workers participate in quality assurance activities and their services are regularly evaluated by Pre-3 program supervisory staff.

This agreement also allows for vouchers for child care while parents attend the various education and support groups Pre-3 offers. The child care services are provided by licensed child care providers.

 

FISCAL IMPACT:

The term of the agreement is from July 1, 2005 to June 30, 2006 and totals $144,058. Funding is from grants from First 5 San Mateo County and the Bella Vista Foundation as well as reimbursement from Medi-Cal Targeted Case Management. Revenue and expenses have been included in the adopted FY 2005-06 budget. There is no impact upon net County cost.
