Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

The reclassification of six positions, adding of one new position, and splitting of one full-time position into two half-time positions will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work. The conversion of the unclassified positions implements the will of the voters as reflected in their passage of Measure D.

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

Discussion

The salary ordinance changes herein represent:

converting three unclassified positions to classified status as required by Measure D,

adding one new position,

reclassifying four filled and two vacant position, and

splitting one full-time position into two half-time positions.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

ORGANIZATION 15000 TAX COLLECTOR/TREASURER

Action A:

Reclassify: Three positions of E346S, Fiscal Office Assistant Series

Biweekly Salary: $1,353.60 - $1,692.80

Approximate Monthly Salary: $2,933.00 - $3,668.00

To: Three positions of E350, Fiscal Office Specialist

Biweekly Salary: $1,550.40 - $1,937.60

Approximate Monthly Salary: $3,559.00 - $4,198.00

Explanation:

This is the reclassification of three filled position of Fiscal Office Assistant II to the classification of Fiscal Office Specialist. These positions have been studied and determined to be appropriately classified as Fiscal Office Specialists. This action represents a monthly salary and benefits cost of $2178. There is no change in the total number of authorized positions.

Action B:

Reclassify: One position of E336, Lead Office Assistant

Biweekly Salary: $1,438.40 - $1,797.60

Approximate Monthly Salary: $3,116.00 - $3,895.00

To: One position of E350, Fiscal Office Specialist

Biweekly Salary: $1,550.40 - $1,937.60

Approximate Monthly Salary: $3,559.00 - $4,198.00

Explanation:

This is the reclassification of one filled position of Lead Office Assistant to the classification of Fiscal Office Specialist. This position has been studied and determined to be appropriately classified as a Fiscal Office Specialist. This action represents a monthly salary and benefits cost of $415. There is no change in the total number of authorized positions.

 

ORGANIZATION 38000 PLANNING

   

Action :

Add: One position of J056, Building Permit Coordinator

Biweekly Salary: $2,105.00 - $2,635.20

Approximate Monthly Salary: $4,568.00 - $5,710.00

Explanation:

This is the addition of one Building Permit Coordinator position. The addition of this position was recommended to and approved by the Board of Supervisors as part of Phase One of the Planning and Building Task Force Report. This action represents a monthly salary and benefits costs of $7,822 based on filling the position at the top step of the range. This action increases the total number of authorized positions by one.

 

ORGANIZATION 55000 HEALTH ADMINISTRATION

Action:

Convert: Two positions of B083S, Patient Services Assistant Series - unclassified

To: Classified Status

Explanation:

This is the conversion of two positions from unclassified status to classified status. Measure D adopted by the voters in November 2004 requires that any unclassified position continuously filled for at least three years be converted to classified status. These positions meet that requirement. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

Biweekly Salary: $2,563.20 - $3,204.00

Approximate Monthly Salary: $5,554.00 - $6,942.00

Explanation:

This is the reclassification of one vacant position of Staff Nurse to the classification of Management Analyst III. This position has been studied and determined to be appropriately classified as a Management Analyst III. This action represents a monthly salary and benefits cost of $582. There is no change in the total number of authorized positions.

Action B:

Convert: One position of B169, Dentist - unclassified

To: Classified Status

Explanation:

This is the conversion of one position from unclassified status to classified status. Split: One full-time position of F122S, Physician series

Explanation:

This is the splitting of one full-time Staff Physician position into two half-time positions. This change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. This action represents no change in monthly salary and benefits costs. This action increases the total number of authorized positions by one.

Approximate Monthly Salary: $7,088.00 - $8,861.00

Explanation:

This is the reclassification of one vacant position of Financial Services Manager I to the classification of Financial Services Manager II. This position has been studied and determined to be appropriately classified as a Financial Services Manager II. This action represents a monthly salary and benefits cost of $1726. There is no change in the total number of authorized positions.

 

Fiscal Impact

The six reclassifications and one added position represent a monthly salary and benefits cost of $12,723 or an annual cost of $152,676.
