RECOMMENDATION:

Adopt a resolution:

A)

Authorizing execution of an agreement with Youth and Family Enrichment Services (YFES) to provide mental health services, community worker services, and support for the Youth Development Initiative for the term of July 1, 2005 through June 30, 2006, in the amount of $766,044, $110,000 Net County Cost.

B)

Authorizing the Director of the Health Department to execute subsequent amendments and minor modifications not to exceed $25,000 and to make minor changes in the types of services and activities provided under the agreement.

This agreement contributes to the goals by providing substance abuse services, outpatient dual diagnosis services for adolescents as authorized by the Mental Health Plan, Pre-to-Three and youth asset development services.

BACKGROUND:

For several years the County contracted with YFES and its predecessor organizations to provide mental health and other services. The following services were provided through the prior agreement: mental health services in the County Receiving Home, at the Mental Health Access team, and for the Girl’s Juvenile Drug Court expansion; community worker services for the Pre-to-Three program; and support of the Youth Development Initiative.

 

DISCUSSION:

The agreement with YFES is being renewed for the term July 1, 2005 through June 30, 2006, with the scope of services for FY 2004-05 being maintained. In the spring of this year, Mental Health Services conducted a formal Request for Proposals process for agency providers of mental health services as authorized by Mental Health Managed Care for Medi-Cal clients. YFES submitted a proposal and was selected as a provider of these services.

 

In May of 2005, Public Health released an RFP for community worker and child care referral services for the Pre-to-Three Initiative. Three proposals, including one from YFES, were submitted by June 27, 2005. Upon review, all three proposers were recommended for contract negotiation.

 

The Youth Development Initiative annually trains youth leaders who participate on boards and commissions throughout San Mateo County to ensure that programs consider and address the needs of youth. A mentor provides guidance on an issue-specific project developed by the youth. This year, the youth as a group will conduct the needs assessment and gap analysis among their high school-aged peers. There will be a presentation to your Board in Summer 2006.

 

FISCAL IMPACT:

The contract term is July 1, 2005 through June 30, 2006. The agreement maximum is $766,044. The Mental Health maximum is $286,570: State and Federal Medi-Cal will fund $206,647, the Human Services Agency will provide $42,016, and the balance of $37,907 is from sales tax provided through realignment. The amount for Pre-to-Three community worker services is $369,474, which is paid for by grants and Medi-Cal reimbursements; and $110,000 is for the Youth Development Initiative. All of these costs are included in the FY 2005-06 approved budget for Health. The Net County Cost is $110,000 for the Youth Development Initiative.
