Agreement with the County of Alameda

RECOMMENDATION:
|
Adopt a Resolution authorizing the execution of an Agreement with the Alameda County Workforce Investment Board in which the County is the Contractor accepting grant funds on behalf of the San Mateo County Workforce Investment Board (WIB). The amount of this Agreement is $793,601 and the term is August 1, 2004 through June 30, 2006.

This Agreement with the Alameda County Workforce Investment Board contributes to this commitment and goal by providing career training and job placement opportunities to dislocated workers assisting them in becoming self-sufficient.

BACKGROUND:
|
On June 30, 2004, Alameda Workforce Investment Board, in collaboration with San Mateo County, was awarded a grant from the Department of Labor‘s President’s High Growth Job Initiative in the amount of two million dollars. Alameda Workforce Investment Board is the fiscal agent for this grant. The amount to be administered to San Mateo County is $793,601 for the purpose of responding to the growing employer demands in the biotechnology industry, and to prepare and train, dislocated and disadvantaged worker to fill these needs.

DISCUSSION:
|
In accepting these grant funds, the WIB will recruit, screen and assess dislocated and disadvantaged workers to participate in Biotechnology Training that will lead to internship opportunities and potential entry-level positions in the Biotechnology Industry. Additionally, the WIB will subcontract with learning institutions and partner with community based organizations and employers to provide training, internship opportunities and job placement services.

The processing of this Agreement was delayed due to negotiations between counties and legal counsels. County Counsel has approved this Agreement as to form and Risk Management has approved the insurance requirements.

FISCAL IMPACT:
|
The term of this Agreement is August 1, 2004 through June 30, 2006 and the total obligation to San Mateo County is $793,601. Of this total, $176,716 was accrued in FY 2004-05 based on actual expenditures, and $616,885 in revenue and expenditures was appropriated in the FY 2005-06 Adopted Budget. The grant has no match requirement. There is no Net County Cost impact.
