BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION WAIVING THE REQUEST FOR PROPOSALS PROCESS AND AUTHORIZING EXECUTION OF AN AGREEMENT WITH RJ LEE SOLUTIONS, LLC FOR THE DEVELOPMENT AND DEPLOYMENT OF THE LABORATORY INFORMATION MANAGEMENT SYSTEM (LIMS) SOFTWARE USED BY THE FORENSIC LABORATORY.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, on September 1, 2005 the Forensic Laboratory received certification of accreditation from the American Society of Crime Laboratory Directors (ASCLD); and

WHEREAS, the County has a collaborative working relationship with the Santa Clara County District Attorney’s Forensic Laboratory, where forensic work is performed and data is shared between laboratories, which relationship enhances the public safety in both adjacent counties; and

WHEREAS, the Santa Clara County District Attorney’s Forensic Laboratory currently uses the RJ Lee Solution’s laboratory information system to provide specialized technical development services necessary and appropriate to an ASCLD accredited laboratory; and

WHEREAS, the County Forensic Laboratory wishes to share data with user agencies and retrieve reports electronically from other Counties; and

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance an Agreement, reference to which is hereby made for further particulars, whereby RJ Lee Solutions, LLC shall provide technical development and software support services relating to the Laboratory Information Management System (LIMS) software; and

WHEREAS, it is in the best interest of the County to waive the Request for Proposals process because the RJ Lee Solutions, LLC is a sole source provider and will enhance public safety by facilitating the exchange of information with the existing LIMS used by Santa Clara County; and

WHEREAS, both parties now wish to enter into an Agreement, for the development and deployment of the LIMS software used by the Forensic Laboratory, for the period of November 1, 2005 to December 31, 2006, for a total obligation of $178,371.27; and

WHEREAS, this Board has been presented with a form of such Agreement and has examined and approved same as to both form and content, and desires to enter into same:

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED THAT: the Request for Proposals process is waived, and the President of this Board of Supervisors be, and is hereby authorized to, execute the Agreement with RJ Lee Solutions, LLC, for and on behalf of the County of San Mateo, and the Clerk of this Board of Supervisors shall attest the President’s signature thereto.
