RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH AMERICAN MEDICAL RESPONSE WEST FOR RESPONSE AND ASSESSMENT OF INDIVIDUALS HAVING BEHAVIORAL EMERGENCIES IN THE FIELD SETTING AND PRESCHEDULED TRANSPORTATION OF CLIENTS OF THE MENTAL HEALTH OR AGING AND ADULT SERVICES DIVISIONS FOR THE PURPOSES OF COURT HEARINGS, EVALUATIONS OR TRIALS FOR THE TERM OF DECEMBER 7, 2005 THROUGH DECEMBER 31,2008; AND WAIVING THE REQUEST FOR PROPOSAL PROCESS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance an agreement with American Medical Response West (AMR) for response, assessment and transportation of individuals having behavioral emergencies in the field setting and prescheduled transport of clients of the Mental Health and Aging and Adult Services Divisions for the purposes of court hearings, evaluations or trials; and

 

WHEREAS, it is in the best interest of the County to waive the request for proposal process because American Medical Response currently provides countywide ambulance services and is the only company providing a paramedic mental health technician program in California; and

 

WHEREAS, the Board has been presented with a form of the Agreement as to both form and content and desires to enter into the Agreement:

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the request for proposal process is waived and that the President of this Board of Supervisors is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of the Board shall attest the President’s signature thereto.

RESOLUTION AUTHORIZING AMERICAN MEDICAL RESPONSE (AMR) PARAMEDICS WHO HAVE COMPLETED A COUNTY-APPROVED TRAINING PROGRAM TO PLACE INDIVIDUALS ON WELFARE AND INSTITUTIONS CODE 5150 SEVENTY-TWO HOUR HOLDS FOR THE PURPOSE OFPSYCHIATRIC EVALUATION

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, Section 5150 of the Welfare and Institutions Code specifies that a County may designate “other professional persons” to place individuals on a 72-hour hold for treatment and evaluation; and

 

WHEREAS, the County has developed a training program to prepare paramedics to perform mental assessments and manage patients having behavioral emergencies in the field setting; and

WHEREAS, only AMR paramedics who have successfully completed this training program will be authorized to place the 5150 hold; and

 

WHEREAS, the County has developed assessment and treatment protocols that will be used by these AMR paramedics; and

 

WHEREAS, these AMR paramedics will be able to communicate with County Mental Health clinicians when needed:

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that AMR paramedics who have successfully completed the County-approved training program are authorized to place individuals on Welfare and Institutions Code 5150 holds in accordance with protocols developed by the County.
