RECOMMENDATION:

Adopt a Resolution:
Authorizing the execution of an Agreement with Modtech Holdings, Inc. for the purchase and installation of the Gateway Community School in the amount of $581,780 based on Modtech’s Open Contract Bid #46-04/05 with Coachella Valley Unified School District.

This project contributes to the commitment and goal by consolidating youth services in one location in a new state-of-the-art facility to benefit youth, families, staff, and community. Capital Projects is meeting its performance target to manage one project, the Youth Services Center, which is on schedule and within budget.

BACKGROUND:

The Board of Supervisors has approved the construction of the new San Mateo County Youth Services Center. A component of the project is the Gateway Community School, which is operated by the County Office of Education. On July 1, 2004, the County and the COE entered into an agreement for the County to oversee the construction of a new community school. The project cost is estimated to be $3,326,814, which includes the buildings and sitework. A State grant in the amount of $1,663,407 has been received.

 

DISCUSSION:

Gateway Community School will be modular construction. Modtech Holdings, Inc. has an open Statewide contract that is available to the County and would comply with the competitive bidding requirement. Utilizing the open contract affords a savings of three months, is with an experienced vendor, and is based on competitive pricing. It is recommended that the County utilize Modtech’s Open Contract Bid #46-04/05 FB with Coachella Valley Unified School District and authorize the execution of an agreement with Modtech Holdings, Inc. in the amount of $581,780 for the purchase and installation of the modular buildings.

 

FISCAL IMPACT:

The project budget is $148,203,000. This component of the project is funded by the sale of lease revenue bonds and a State grant.
