SUBJECT:

Amendment to the Agreement with the City and County of San Francisco for advance funding to insulate eligible properties within the fourth quarter 1999 State 65 dB CNEL Aircraft Noise Contour in the unincorporated Country Club Park neighborhood.

 
 

RECOMMENDATION:

Adopt a Resolution authorizing an Amendment to the Agreement with the City and County of San Francisco, by and through the San Francisco Airport Commission, whereby they agree to advance funding to the County for noise insulation work on eligible properties located within the fourth quarter 1999 State 65 dB CNEL aircraft noise contour in the unincorporated Country Club Park neighborhood.

BACKGROUND:

On June 27, 2000, the County of San Mateo executed an Agreement with the City and County of San Francisco, by and through the San Francisco Airport Commission, to provide the County of San Mateo with advance funding of $50,000 each to insulate eligible dwelling units located within the unincorporated Country Club Park neighborhood, against noise impacts from aircraft operations at San Francisco International Airport. The five eligible dwelling units are located within the Fourth Quarter 1999 State 65 dB CNEL aircraft noise contour. A condition of the Agreement required the County to apply for a federal grant to receive 80% reimbursement of the total insulation costs. The remaining 20% would be provided by the San Francisco Airport Commission. The County submitted the required federal grant application on December 30, 2002.

 

Since that time, the Federal Aviation Administration (FAA) determined that a private school within the fourth quarter 1999 State 65 dB CNEL aircraft noise contour in the Country Club Park neighborhood was also eligible for federal noise insulation funding. On July 27, 2004, the County accepted a combined Grant Offer from the FAA that provided 80% reimbursement for the houses and the school.

 

DISCUSSION:

In order to proceed with the expanded project that includes noise insulation for the eligible school, the Agreement with the San Francisco Airport Commission needs to be amended to provide for additional funding. The proposed Amendment would provide up to a maximum of $2,437,650 to insulate the private school, increasing the total maximum amount of advance funding available from the Airport Commission for the houses and school from the current $251,600 to $2,689,250.

 

County Counsel has reviewed and approved the Amendment as to form

 

FISCAL IMPACT:

The proposed Amendment provides for an additional amount from the City and County of San Francisco through the San Francisco Airport Commission of up to $2,437,650 to insulate the eligible school. Upon completion of the project, 80% of the cost will be reimbursed to the San Francisco Airport Commission by the Federal Aviation Administration via a federal grant, with the remaining 20% having been covered by the advance funding from the Airport Commission. There are no direct costs to the County as a result of this Amendment.
