Approval of an Amendment to the Agreement between the County of San Mateo and Harris Design Inc. for the Huddart/Wunderlich Parks Master Plan

 

RECOMMENDATION:

Adopt a Resolution approving an Amendment to the Agreement between the County of San Mateo and Harris Design Inc. for the Huddart/Wunderlich Parks Master Plan to increase the contract amount by $5,000 for a total obligation of $118,685 and extend the agreement date to June 30, 2006.

The contract amendment contributes to the commitment and goal in that a Master Plan for the Huddart and Wunderlich Parks will allow for better preservation of the natural environment and improved access for County residents to green space.

BACKGROUND:

Planning for the Huddart/Wunderlich Master Plan initiated in April 2004. To date numerous meetings with the public have occurred to address the various issues at these parks. The Parks and Recreation Commission visited the Huddart and Wunderlich Parks as part of their review of the Draft Master Plan at their July 14, 2005 meeting, and considered the Draft Master Plan at their August 4, 2005 meeting. At that meeting concerns were raised regarding use by various members of the equestrian community and bicycle groups.

 

DISCUSSION:

The Parks Commission at their August 4, 2005 meeting recommended approval to the Board of Supervisors for the Huddart/Wunderlich Parks Draft Master Plan; however, they directed staff to explore the creation of a trail for bicyclists from the Town of Woodside to Skyline Drive (Hwy. 35).

An extension of time and increase of contract amount for the Agreement with Harris Design Inc. is needed to complete the analysis of a potential bike trail through Huddart Park. This effort will require additional public meetings, an amended Draft Master Plan, and presentation of an amended Draft Master Plan to the Commission. The contract with Harris Design Inc. would be extended from September 30, 2005 to June 30, 2006 and the contract amount would be increased by $5,000 for a not-to-exceed contract amount of $118,685.

 

FISCAL IMPACT:

Funds from the sale of a .5-acre parcel of Wunderlich Park property upon which an adjacent private property owner had encroached are set aside for development of the Huddart/Wunderlich Master Plan and are adequate to cover additional costs of $5,000, if needed, and a not-to-exceed $118,685 in total contract cost. These funds will also be used for the subsequent required Environmental Impact Report for the Draft Master Plan and some portion of future development.
