Agreement with St. Mary’s Hospital and Medical Center

 

RECOMMENDATION:

Adopt a Resolution:

1)

Authorizing the President of the Board to execute an agreement with St. Mary’s Hospital and Medical Center for the term July 1, 2005 through June 30, 2006 for a maximum obligation, collectively with all other hospitals that have contracted with Mental Health Services for the provision of psychiatric inpatient hospital services, of $882,411; Net County Cost is $68,828; and

   

2)

Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed $25,000 in aggregate and to make minor changes in the types of services and activities provided under the Agreement.

This Agreement contributes to this commitment and goal by providing inpatient mental health services for San Mateo County youth and adults.

BACKGROUND:

In March 1995, your Board approved the acceptance of state and federal funds to implement the San Mateo County Mental Health Managed Care Plan (MHP). St. Mary’s Hospital and Medical Center has contracted with the County to provide inpatient mental health services since 1995. These services are primarily used when inpatient capacity for children and adolescents is required. For FY 2004-05 the Mental Health Services Division contracted with Mills-Peninsula Hospitals, St. Mary’s Hospital and Medical Center, Mt. Diablo Medical Pavilion, and Sequoia Hospital and Medical Center to provide inpatient services.

 

DISCUSSION:

The Mental Health Services Division is renewing agreements with Mills-Peninsula Hospitals, St. Mary’s Hospital and Medical Center, and Mt. Diablo Medical Pavilion. The agreement with Mt. Diablo Medical Pavilion for FY 2004-06 was approved by your Board on September 28, 2004. The agreement with Mills-Peninsula Hospitals will be presented to your Board separately.

 

This agreement with St. Mary’s Hospital and Medical Center contains rates for inpatient mental health services for Medi-Cal-covered children and adolescents and rates for inpatient mental health services for uninsured children and adolescents for FY 2005-06. Administrative Day rates for adults and adolescents, which are reimbursed based on the rate set by the state, are also included. This agreement is structured on the basis of fee-for-service rates. Only services authorized by San Mateo County Mental Health Services will be paid.

 

This agreement is currently on the continuing resolution. It is late due to a change in staffing in Mental Health Services.

 

FISCAL IMPACT:

The term of this Agreement is July 1, 2005 through June 30, 2006. The Agreement has been reviewed and approved by Risk Management and County Counsel.

 

Funding for these services has been included in the approved FY 2005-06 budget for Mental Health Services. There are no separate contract maximums for individual hospitals. The total maximum amount for all three hospital agreements for FY 2005-06, collectively, is $882,411. Of that amount $635,336 will be funded with state and federal Medi-Cal funds; $160,599 will be funded by sales tax through Realignment; $17,648 will be funded through the Health Plan of San Mateo; and the remaining $68,828 is the Net County Cost.
