Agreement with MAR-RIC Transitional and Recovery Facility

   

RECOMMENDATION:

Adopt a resolution:

1.

Waiving the Request for Proposal process;

   

2.

Authorizing the President of the Board to execute an agreement with MAR-RIC Transitional and Recovery Facility for the provision of transitional residential mental health services for the term July 1, 2005 through June 30, 2006, for a maximum obligation of $119,282, $13,121 Net County Cost; and

   

3.

Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed $25,000 in aggregate and to make minor changes in the type of services and activities provided under the Agreement.

BACKGROUND:

Mental Health Services has contracted with this provider since February, 2002, for the provision of transitional residential services for individuals who are transitioning from locked facilities or psychiatric inpatient units, or who would otherwise require locked facility placement. This provider has been effective in working with clients to keep them in the community and out of more restrictive and more expensive locked facility placements.

 

DISCUSSION:

This Contractor provides room and board, 24-hours a day 7-days-a-week supervision, medication assistance, onsite medical and psychiatric coverage, onsite individual and group therapy, and general support and assistance services for up to five County clients per month. The goals of this program are to prevent recidivism back to locked facilities or psychiatric inpatient units, ensure continuity of treatment, and to provide a higher quality of life for program clients.

 

Since 1999 Mental Health Services has contracted for residential services under its plan for contracting, which excludes these services from the Request for Proposal requirement. County Counsel has advised that our plan should be updated and presented to your Board for approval, which we will do in early 2006. Given the significant and ongoing shortage of residential services available for Mental Health clients, we are requesting that the Request for Proposal requirement be waived for this agreement.

 

The agreement has been reviewed and approved by County Counsel and Risk Management.

 

FISCAL IMPACT:

The term of the agreement is July 1, 2005 through June 30, 2006. The total amount of the contract is $119,282 which has been included in the approved FY 2005-06 budget for Mental Health Services. Sales tax through Realignment will cover $106,161. The remaining $13,121 represents the Net County Cost as maintenance of effort for Realignment.
