Agreement with Lonny Davis dba Davis Guest Home

 

RECOMMENDATION:

Adopt a resolution:

1)

Waiving the Request for Proposal process;

   

2)

Authorizing the President of the Board to execute an agreement with Lonny Davis dba Davis Guest Home for the term July 1, 2005 through June 30, 2008 for a maximum obligation of $207,144; and

   

3)

Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed $25,000 in aggregate and to make minor changes in the types of services and activities provided under the agreement.

The Agreement contributes to this commitment and goal by providing residential and transitional care services for difficult to place San Mateo County Mental Health clients.

BACKGROUND:

The Mental Health Services Division has contracted with Davis Guest Home, an out of county residential facility, since May 1999. Davis Guest Home provides services for hard to place mental health clients who require a high degree of supervision. This contractor accepts some of the most difficult clients in our system of care who might otherwise be in a higher and more costly level of care.

 

DISCUSSION:

Services provided by contractor include room and board; 24-hour, 7-days-a-week supervision; assistance with medication; and support and assistance with daily living skills. This agreement includes the purchase of a total of 3 beds. The facility has been assessed and certified by the Mental Health Services Division.

 

Since 1999 Mental Health Services has contracted for residential services under its plan for contracting, which excludes these services from the Request for Proposal requirement. County Counsel has advised that our plan should be updated and presented to your Board for approval, which we will do in early 2006. Given the significant and ongoing shortage of residential services available for Mental Health clients, we are requesting that the Request for Proposal requirement be waived for this agreement.

 

The term of this agreement is July 1, 2005 through June 30, 2008. The agreement has been reviewed and approved by County Counsel and Risk Management.

 

FISCAL IMPACT:

The Agreement maximum is $207,144 for the three-year term, and includes a one time 3% COLA that is effective the first year of this agreement. The budgeted Agreement maximum for FY 2005-06 is $68,985, which has been included in the approved FY 2005-06 Mental Health Services budget. Sales tax through realignment will cover $61,397 of the cost. The remaining $7,588 is the Net County Cost, as maintenance of effort for Realignment. Similar funding arrangements will be in place for FY 2006-07 and FY 2007-08.
