Agreement with Ligaya Bruce-Badilla dba Bruce-Badilla Board and Care Home

   

RECOMMENDATION:

Adopt a resolution:

1)

Waiving the Request for Proposal process;

   

2)

Authorizing the President of the Board to execute an agreement with Ligaya Bruce-Badilla dba Bruce-Badilla Board and Care Home for the term July 1, 2005 through June 30, 2008, for a maximum obligation of $259,535; and

   

3)

Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed $25,000 in aggregate and to make minor changes in the types of services and activities provided under the agreement.

BACKGROUND:

Mental Health Services has contracted with this provider since 1998 for the provision of specialized residential care for dually-diagnosed adult clients.

 

DISCUSSION:

This contractor operates a 12-bed board and care facility, which provides supervised housing, treatment and rehabilitation services that assist dually-diagnosed male clients to manage and recover from mental illness and substance abuse problems. The services enable these men to be treated in the community, thus avoiding more costly acute and sub-acute psychiatric hospitalization. This facility has been assessed and certified by the Mental Health Services Division to provide services under the Supplemental Rate.

 

Since 1999 Mental Health Services has contracted for residential services under its plan for contracting, which excludes these services from the Request for Proposal (RFP) requirement. County Counsel has advised that our plan should be updated and presented to your Board for approval, which we will do in early 2006. Given the significant and ongoing shortage of residential services available for Mental Health clients, we are requesting that the RFP requirement be waived for this agreement.

 

FISCAL IMPACT:

The term of this agreement is July 1, 2005 through June 30, 2008. The agreement has been reviewed and approved by County Counsel and Risk Management.

 

The agreement maximum is $259,535 for the three-year term. This includes a 3% COLA for the first year of the agreement. The budgeted maximum for FY 2005-06 is $86,500. Sales tax through Realignment will cover $76,985. The remaining $9,515 is the Net County Cost, as maintenance of effort for Realignment. Similar funding arrangements will be in place for FY 2006-07 and FY 2007-08.
