Agreement with California Psychiatric Transitions

   

RECOMMENDATION:

Adopt a resolution:

1)

Waiving the Request for Proposals process;

2)

Authorizing the President of the Board to execute an agreement with California Psychiatric Transitions for the term July 1, 2005 through June 30, 2008 for a maximum obligation of $1,271,360, Net County Cost of $47,674; and

3)

Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed $25,000 in aggregate and to make minor changes in the types of services and activities provided under the agreement.

BACKGROUND:

California Psychiatric Transitions (CPT) is located in Delhi, California, and is one of a very limited number of Mental Health Rehabilitation Centers (MHRC) that specialize in working with people who are dually diagnosed as seriously mentally ill and developmentally disabled or brain injured. CPT provides unique, specialized, cost effective services that meet Mental Health Services client needs for immediate placement at a lower level of care upon hospital discharge.

 

DISCUSSION:

The maximum number of beds available to San Mateo County residents at CPT is four. In order to provide the flexibility needed to place clients in the most appropriate and cost effective facility, more MHRC beds are contracted for system wide than are actually used. Mental Health Services manages the placements in this and other Mental Health adult and older adult long term residential service facilities within the total budget available for these services.

 

Since 1999 Mental Health Services has contracted for unique services under its plan for contracting, which excludes these services from the Request for Proposals (RFP) requirement. County Counsel has advised that our plan should be updated and presented to your Board for approval, which we will do early in 2006. The unique MHRC services provided by this contractor are both difficult to find and necessary for clients who might otherwise require hospital placement. This contractor is the only provider of these services known to Mental Health Services for clients who are dually diagnosed as seriously mentally ill and developmentally disabled or brain injured. We are requesting a waiver of the RFP requirement for this agreement.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management.

 

FISCAL IMPACT:

The term of this Agreement is July 1, 2005 through June 30, 2008.

 

The total amount of the Agreement is $1,271,360. Of this amount $433,400 has been included in the approved FY 2005-06 Mental Health Services budget. Sales tax through Realignment will cover $385,726. The remaining $47,674 represents the Net County Cost as maintenance of effort for Realignment. Similar arrangements will be in place for FY 2006-07 and FY 2007-08.
