Agreement with Marc Abramson, M.D.

   
 

RECOMMENDATION:

Adopt a resolution:

1)

Authorizing the President of the Board to execute an agreement with Marc Abramson, M.D. to provide psychiatric services to clients of the San Mateo County Mental Health Plan, and Women’s Correctional Center and Maguire Correctional Facility for the period July 1, 2005 through June 30, 2007, for a maximum obligation of $126,967, Net County Cost of $101,967; and

   

2)

Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed $25,000 in aggregate and to make minor changes in the type of services and activities provided under the agreement.

The agreement contributes to this commitment and goal by providing psychiatric services to patients of the San Mateo County Mental Health Plan and Women’s Correctional Center and Maguire Correctional Facility.

BACKGROUND:

There has been a shortage of psychiatrists in California and in the nation for the past several years. Mental Health has found it extremely difficult to fill psychiatrist positions. Physicians are exempt from the requirement for a Request for Proposals process, and Mental Health Services Division runs advertisements for specialty psychiatric services on a regular basis in the Northern California Psychiatric Newsletter and other venues as needed. Dr. Abramson was selected from candidates who responded to those advertisements.

 

Mental Health Services has contracted with Dr. Abramson over 15 years.

 

DISCUSSION:

Dr. Abramson will provide psychiatric services at the Women’s Correctional Center and Maguire Correctional Facility. Services will include psychiatric evaluation; medication evaluation and treatment; treatment plan review; and case consultation. Dr. Abramson will also provide psychiatric services for clients of the San Mateo County Mental Health Plan.

 

The term of this agreement is July 1, 2005 through June 30, 2007. The agreement has been reviewed and approved by County Counsel and Risk Management. The agreement with Dr. Abramson is currently on the Continuing Resolution.

 

FISCAL IMPACT:

Contract physicians receive the same payment scale as was negotiated by the Independent Practice Association (IPA). A 3% COLA has been included for FY 2005-06 and a 4% COLA has been included for FY 2006-07.

 

The contract maximum is $126,967 for the two-year term. For FY 2005-06 the budgeted maximum is $62,482, which has been included in the approved FY 2005-06 budget for Mental Health Services. Of that amount, $12,500 is for Mental Health Plan services, which are 100% funded by state and federal Medi-Cal; $49,982 is for services provided in Correctional facilities, which are 100% Net County Cost.

 

For FY 2006-07 the budgeted maximum is $64,485. Of that amount, $12,500 is for Mental Health Plan services, which are 100% funded by state and federal Medi-Cal; $51,985 is for services provided in Correctional facilities, which are 100% Net County Cost. The total Net County Cost for this agreement is $101,967.
